Well, if 100,000,000 beli = about 100,000,000 yen, then that would be about 902,990 US dollars, or 736,370 Euros. If I did my math right..

Well, from what I've seen:
-We've seen notes as large as 10,000 beli (IIRC, Nami throws a bundle of them to the obnoxious kid in Arlong Park). Few nations now have notes much larger than USD 100 in circulation (The 200 and 500 euro notes, and the recently retired Canadian $1000, as well as some large denomination Singaporean notes, are major exceptions). If 1 beli ~ 1 yen ~ 1 US cent (yes, it's slightly less), then it's compatible with the convention.
-No mention of fractional beli has been made to my knowledge. If there's no subunit, the main unit must be small enough to address the smallest purchase (Imagine a world with no currency less than USD1 in face value)
-In Loguetown (at least the dub version), Zoro purchases swords at about 50,000 beli each. If that's roughly USD 500, it makes more plausible sense than USD 50,000. In Baratie, Patty announces "That'll be 10,000 berries, sucker!" when training in his 'service' speeches. USD 10,000 for a meal?
These factors all seem to converge on supporting the theory that a beli is closer to a Japanese yen (or 1 US cent) than 1 US dollar.
