Hatchan - The REAL octopus fishman in this tournament! … no really voted for him because he's a great character. He started out as a lovable villain, then got some redemption as a character in his cover arc, then finally reappeared in main story as a 'citizen' (well he wasn't a pirate) that eventually helped out the Strawhats by being one of the guides (Duval did some with searching for Camie) around
SA, then a friend with a minor role on FI.
Also voted for him since in FI there is no hint that he's still the Hopeless Dreamer he was in the cover arc

Final vote today went to the Wapol Royal family since tis the first official couple to form during the storyline. Even if it was on covers and not in pages and it just suddenly together, no show of meeting first time. Its first time a single character was shown first as single then later as married during the storyline, and not just in some flashback …wait strike that! Even in flashbacks the couples are usually already together.
