I have no idea what they were thinking. I know that pretty much every fight of Luffy in the anime had its moments of stupidity (Luffy tanking a full Rankyaku of Lucci is one example) but this fight against Hody is like sabotage.

a) ch. 525 cover, cp9 picking up the pieces of the ball DF marine, rob lucci exclaiming "we will return one day" note the den den mushi is already screaming, meaning it has already reacted to what lucci had just said, most likely that we're going rogue.
b) he's telling the ball shaped silhouette to inform the world. why would brokers care about this? they aren't, theyre just double agents (to themselves) posing as government defectors. he's making sure this is news so not only the underground notice this, and the WG gets wind.
c) dressed just like him, drinking, same hair, same features. as for the ball guy, ball he probably doesn't have a ball shaped chin because he can alter whatever body part he wants for strenght or defense or preference. besides it being him, or a cybrog, or an unknown character, they are strange muslces for a totally normal person.
the clues and coincidences are just enough to put lucci as the prime suspect, i think, as far as clues go.
he doesn't have the word marine on his chin, but that's easily explained by his DF. if it is a tattoo its scrunched up cause his chin looks normal now?
I'm still wondering if all the brokers will be revealed? If not why show them. And if they won't have any relevance apart from being revealed why show them?

I don't think the person Jack is part of some trio with a Queen and a King. People only think that because we were introduced to the alias of Doflamingo in that same arc and his Pirate-crew theme based around cards.

If that was going to be Lucci I'm almost 100% certain Oda or someone would have told them NOT to make the face look much older than Lucci–much older even than a 2 year timeskip--and to not make the voice different than Lucci's. I'm sure Oda has some say when it comes to the anime. He started the series in general after all.
I'm like certain they would have kept top hat guy in the shadows MUCH more in the anime if it was going to be Lucci.
I guess they could end up saying that there's 2 top hat people, but, we manga readers know that really isn't the case in this...case. It was the same top hat guy both times.

Well, that one time we saw the guy having a top hat, curly hair and drinking alcohol the same way Lucci does. It just made very much sense.
And afaik the anime mostly only asks Oda, if they can use some DFs for fillers. Not saying it has to be Lucci in the manga, but it's also pretty weird how the anime shows some mustach sporting guy, when it's way to shadowed to see any kind of beard in the manga.
So… any ideas on what part these brokers might play, and when? I mean, we already have some major characters in play here. What part will they have once Doffy falls?
We still have to figure out who Jack is, he certainly isn't one of the 12 brokers we've seen (the bold one with the horns is connected to him)
The one I'm most interested in are the two brokers sitting together and the old man.
Something I noticed. We see all of them three times except for the feminine swordsman and the fat broker who looks like an executioner. So they're perhaps the least important?
