Very evil match up. Luffy is da man actually but he is omnipresent so I just for once have to give a little props to his opponent. Besides Franky deserves it.
HOLY CRAP, I've been waiting to anaylize this match and I was the first vote for Luffy.
Monkey D. Luffy: I'm NOT counting how many episodes and chapters he's been in. Captain of the Strawhats, ate the Gomu Gomu no Mi as a child, idol is Captain "Red-Haired" Shanks, all his attacks begin with "Gomu Gomu no", he can strech his entire body, has defeated many pirates, marines, and bounty hunters thanks to his nakama as well as his strength, his older brother is Portagas D. Ace, has a bounty of 100,000,000 Beli on his head, loves meat, low intelligence, loves snow, and much more but I have to talk about Franky now.
"Cyborg" Franky: Has only appeared in Water 7 and Eneas Lobby arcs so far. According to chapter 377, he's a Strawhat pirate, known at a young age as Cutty Flam, can build invinciable ships, he's a cyborg who can breath fire, nails, create a shield with his arm, extend him arm using a chain, use his stomach to keep soda cool, and change his legs to become a Centaur, mentor was Tom and he lost him to the Government, has a "family" of people to help him hunt and dismantle ships, has the "Square Sisters" at his side.
You have to admit, Franky is cool. But Luffy is the freaking hero of the story. I voted Luffy.

Franky is one of my favorite characters thus far. Gotta go with him..
There's only one other character I prefer over Franky and that isn't Luffy. Still, a tough choice. A vote for the new blood.

Let's face it, Luffy is a great character. He is the man that will become the Pirate King.
BUT
Franky is also a great character and his potential right now is enormous. He has style and kick-ass fighting abilities, not to mention a caring yet larger than life personality. This is why I am voting for Franky.
If my words can't persuade you, then please consider reading some of the manga before voting, esp ch 374 & 375 as they show a different side to Franky than anime watchers would have seen so far.

Naw, I more of thought that some could be voting Franky because they don't want protagonist to win. 
I voted for Luffy for many of the same reasons as BatDan. That and the help he gave to Nami during the Arlong Saga moved me, even though I'm not a big fan of him. He has morals, which I like.
Love Franky, he growing on me. But I gotta give to the rubberman.

Voted Luffy. Franky is really cool and all (boy has he grown on me) but c'mon! This is Luffy we're talking about! He has so many moments that just make the series great! If building an invincible ship would be that easy, surely Iceberg would had done it already. I mean, he has skills, man-power, money and resources beyond Franky and the Family. There got to be some kind of a catch.

I was hesitating at first in voting for Franky, because I knew I would feel guilty about voting against Luffy in the semi-finals… but after being reminded of that comic, my conviction is fully restored! Franky gets it.
Franky's cool and all…
But Luffy is One Piece. I don't think I've ever liked or rooted for a character as much as Luffy, and Franky's very few moderately cool shining moments hardly begin to weigh up to that.
My vote goes to Luffy. I haven't seen enough of Franky yet to judge who is cooler.
I agree with Mog. Luffy is indeed One Piece. Franky may be a the new Muwigara Pirate, but Luffy is the reason there are any Muwigara's at all.
