Exactly, those are all hints at greater complexity and story behind this guy. But that's all they are. Now that we're here on his island it's time to actually learn about it.
It's like knowing Fishman Island had a bad history, and seeing that bad history.
You can't do everything with flashbacks. I don't think you really grasp what's being presented to us about Doflamingo. Those random Grunts and anything during Punk Hazard are pretty whatever. That doesn't make him that interesting, Arlong was good to his crewmates too. It didn't make him not a horrible fucker with pretty simple life views.
What's really curious about Doflamingo is what we've seen so far on Dressrosa.
First, that the island seems like a great place, and that the populace love him.
Second, that Bellamy talks about him not just as a nice guy who is good to his crew. But as a guy deserving of being FOLLOWED. Like for some ideological reason.
And as far as to why those things are true, that this whole WORLD on this island exists happily existing under him. That needs to be better looked into, and Bellamy, having brought up that second point, seems the very likely candidate to do so. A flashback is likely to explain Doflamingo's own background, but not his current status. We kind of need to know more about what and who he really is, before we learn why he is that way.
Well, I didn't say that I'd base his charcter on PH alone - rather that it gave further insight in it. Or rather, started to explain it.
And how can that not be explained in a flashback? It can be shown how he took over the throne of Dressrosa, and how he started to treat the citizens - FI also showed how the people got their faith in Otohime's dreams, why not here as well? And if you show how DD got those people follow him, it also covers your second point. This can easily be done in a flashback. Not a short one, sure, but there is time…
You do know using guns =/= snipers right? If he's in the tournament he can't use guns anyway.
Usopp is throwing around plants and gas-bombs, and he is considered a sniper… I don#t think saying that someone named after a gun is a sniper is that much of a stretch.

It's random, but it's not unimportant - of course it's my opinion, but generally I think that Oda would try to make the fights at least a bit interesting, no?
Machvise looks middle aged anyway, but this is pretty silly. Maybe Derringer is some young asshole who will mock Bellamy about sucking. It could be just as adversarial no matter how old the character is.
True, but Bellamy had always much focus on his "rookie"-theme - he already faced his rookie-counterpart in Luffy, so some veteran could be the next stage.
