IMO two things speak for the fact that Virgo belongs to BM:
1. He has a friggin steak on his left cheek (or any other food that looks like a steak).
2. He came from Dressrosa (to me it sounds like a "pink" island, maybe the cake island of BM). Though we don't know where Dressrosa is located (GL, NW or North Blue (=Law's home-sea) or any other Blue).
Now a fact that speaks against Virgo being part of the BM-pirates:
"Did you really think HE had no idea?" … "That's why HE carefully snuck Monet in here." ...
If those two lines from the first page are translated correctly (IDK if the Japanese seperates genders in such lines or if it could be both genders) we can assume that Virgo is a subordinate of a male pirate/WG officer/Vegapunk.
For the people who still think Virgo=Vegapunk:
Would a scientist who can 1HKO a 440mio-shichibukai with a CoA-bamboo-stick need to be protected by a bodyguard like Sentomarou? I know Sento is a full-official marine now, but I doubt Vegapunk trained his physical strength this much in the last 2 yrs.
The cover is nice too. The old story of the race between a rabbit and a turtle. Sanji carrying the turtle symbolizes that Sanji is strategical smarter than Zoro (cause the turtle won the race with its brain in the story). Sanji showed his cleverness several times in the story (to name a few times, one time @ Alabasta and on EL when closing the gates of Justice so the vessels crashed together).

A man stuck into a treasure chest and a woman stuck into a barrel loving each other is also plain stupid. But it's Oda's sense of humor.
Virgo either works for a WG officer, Vegapunk or Kaidou.
My opinion is Kaidou, because what we've seen so far from him (only one of his subordinates and a glance of one of his favourite islands) implies that he is interested into technology. It's only plausible that he wants to know what the leading scientist of mass destruct weapons is up to.
Though the fact that Virgo knows Law from the past makes my theory fishy on the other side. But maybe Law has sum kind of connection with Kaidou, so he wants to take him down. Same could be said bout BM, but I doubt Virgo works for her like I said above.
