Hmm, I get the feeling that now that the Strawhats have entered the New World the focus will not be on who will join the crew, but who will become their allies. I can't remember the exact chapter, but there had been an explanation that pirate alliances are needed to survive in the New World. The Strawhats are in an official pirate alliance with the Heart Pirates, and I'm pretty sure other pirate crews will become allied with them officially. From the Dressrosa arc, maybe Bartolomeo's and Cavendish's crew will ally with the Strawhats. They are the two rookie pirates that play more of a role in this arc so far. I can't see either of them actually becoming a Strawhat because each of them are already captains with their own crews, but allying with them is likely.

I think Oda is becoming less and less predictable.
Oda is just as "predictable" as he was back in Alabasta or Skypiea. The man has followed a pattern since the beginning. It's just because this community is so large now that people are able to guess things like Bartolomeo admiring Luffy or Toy Soldier being Rebecca's father. There are so many predictions at least one of them has to be right. Hell, Aohige guessed Duval had the same face as Sanji's bounty poster. That reveal came out of nowhere but someone still managed to predict it. If this forum was as big back in Skypiea, I'm sure someone would have figured out Jaya and Skypiea make a skull.

Those things you listed were foreshadowed though. He's still perfectly capable of writing unexpected plot twists that don't feel forced at all, like the Big Mom Pirates suddenly appearing.

Oh I know that. I felt that Smudger was implying Oda was a lot less predictable back before the timeskip. There's been plenty of twists that nobody saw coming this arc.

Oda still has his plot twists but maintains his patterns as well, it's a good balance.
We have enough twists to keep us guessing but things to pick up on as well to make logical inferences from.
I still like the idea of each section of the journey having a theme, pertaining to new crewmates.
Normal-ish people in east blue, bizarre humans in paradise and just maybe with Jinbei's clear future as a SH, different races in the NW.
Based on this I'd say the most likely person to join in Dressrosa would be one of the dwarves.
It would be a nice contrast to Wolf in Teach's crew.
Teach looks only for power, Luffy looks for real nakama, no matter who or what they are.
Although I don't think anyone will actually join in this arc to be honest.

Honestly, I think the only really consistent thing to look at is how deep and multi-faceted a character is: their motivations have to fit a certain mold, as do their backstories, while also having a unique design and fighting style, personality quirks and special traits which all have to mesh in a way to make the Straw Hat crew more memorable and engaging. It really isn't as simple as a color scheme or letters of the alphabet or whatever the name of a particular devil fruit is; the proof will quickly become apparent by the contextual clues Oda will leave, which can almost always be determined by the actions of the character: do they walk & talk like a Straw Hat when the going gets tough. These actions will inform the audience to their driving goal, their dream, usually what others would call a foolish fantasy, but it is why we as an audience buy into these characters: they challenge what others consider impossible and by working together they can all help each other succeed.
Therefore, it is quite obvious why Jinbe did not join immediately; the whole Big Mom situation with Fishman Island is a major event that needs to be addressed by an important character like him, but it also serves as a plot device which gives insight into the inner workings of the series: without a dream for the Straw Hats to fight for, not only is there no impetus for him to fight for their ambitions (which is basically the whole reason they work so well as a group), but there is no incentive for the audience to root for him as a character in a more meaningful way than because he's awesome or looks cool.
Remember this is all going on at a higher level (up Hayakawa's ladder of abstraction for those in the know, this is operating above what the actions of the story and is decidedly more meta) which is why One Piece lends itself well to a more rigorous examination than most other manga (though it is still constricted by the form of the media) and credit should be given to Oda for creating a higher quality product than needed.
TL;DR There is a pattern to the characters that join, but it is not simplistic and is far more subtle and well thought-out than most manga.
I can go more in-depth if someone cares enough, I have spent quite a bit of time thinking about it.
If it is not too much trouble, I would love to hear more from you on this subject. This is exactly the way I think this question should be approached.

i think skypieans was represented by ussop (dials) and nami (jet waver), long arm tribe was represented by brook already and ussop also covered the plant power, dwarves is kinda like taking away chopper's uniqueness. long leg tribe are basically sanji-ish.
i say an ex-marine is not yet represented in the crew.

ussop got the dials from skypiea, brook got his sword from long arm tribe, sanji is a kicker and chopper is the cuddly, little pirate. im sayin that you dont need to be a long arm to represent long arm tribe….strawhats represent things by acquiring their abilities, traits etc.

So you are saying that rather than representing characters of different races, it is sufficient for their traits to be appropriated by preexisting characters? I don't subscribe to the "different races in the New World" theory, but you have chosen an awfully prickly way of refuting it.

I like this comment. I don't see these crews being "official" alliances like the StrawHearts, but I could definitely see the theme of the New World now being more about influence than about the crew growing.

ussop was taken care of heracles'n who knew things about plants, he acquired that, ussop increased his bravery from his encounter with elbaf giants, he got the dials from skypiea….i think its a clear explanation of what im trying to say....and its convenient because you cant have too much crewmembers.
sanji acquired probably newkama moves, he got the blue walk so he might probably be the fishman of the crew and he got CP9 moves like luffy.
robin got involved with the revolutionaries etc. zoro will probably get power-up at wano. etc. brook's sword came from the long arm tribe...and who knows, maybe he got few skills from them too.

I subscribe to the other races in the NW theory in regards to nakama.
I don't think every race in the world needs to be represented by the SH's.

Rooting for Viola here. Why? Well:
- her ability is cool and it seems that the full potential of her fruit hasn't been shown yet. However, she proved it was useful even combat-wise, apart from its other uses, which are undoubtedly useful.
- while Sanji would rather die than hit a woman, she was strong enough to make him bleed and knock him to the ground. And he is a physically strong person, so she should not be a weakling. Also, one of the few gun users who actually do some damage with it (although to an inanimate object, she was at a decent distance from the TV)
- since the latest nakama was a musician, a dancer sounds kinda nice.
- direct contact with Luffy, Zoro, Sanji and Kin'emon and other members are aware of her iirc. Better yet, this direct contact is entirely positive, except the one with Sanji (who forgave her ridiculously easily)
Bartolomeo and Manshelly are exotic and fun possibilities tough. And also… Bellamy. The guy should just shut up and hop on Sunny's deck and forget about Dofla.

I'd actually love to see if Barto would be able to survive his own emotions if given certain chances to interact with the Straw Hats. Just small things like getting to be on the ship, pet Chopper, eat Sanji's food… because being invited to sail with them might have him die from happiness before it happens. I wouldn't mind him getting invited though, but you gotta think of his health a bit...
Another things I'd love to see is one of the Tontatta (whether it's Manshelly or not) just stealing away on the ship. And then whichever one it is just doesn't appear for a long while. It's just on board, messing around with the Straw Hats (who know it has to be one of them, but aren't able to catch it) until something important/dangerous goes down that makes it appear.
