7. The person who's the next SH crew, MUST meet Luffy first before anyone else in the crew (it can be at the same time with others).

It's more like everybody around him is becoming stronger instead.
But wouldn't his strength already be considered "Monster" level? Let's say you all are right, by what means do you expect crewmates to catch up to Jinbe? (sans Mon trio)
He said that as a form of balance, not in power levels but in the way his story is constructed. Very much like the crew wont gain the ability to fly from one island to another. There are just certain things that Oda has not changed in all these years and Usopp being the weakest is one of them. It doesn't mean he is weak, just weaker.
Oda has said he doesn't like to kill characters or draw really brutal things like characters getting impaled etc. Just in case you bring up this argument, he never said he wouldn't just that he doesn't like to. I'm not sure where he's changed his mind before over major policies in his story.
I see your point and I'm pretty aware that his comment only means that he will be the weaker Strawhat and it doesn't apply to other pirates but I just can't see how can Usopp be weaker than Nami for example, If you take away the weapons, Usopp still wins and can receive more damage than her.

However when Franky met Usopp the first time he was wearing a mask. When his face was first revealed, it was Luffy who got a look at him first.

It's possible he'd always planned to introduce them and so had ideas for them already, but yes, it was the editor prodding that led to the additions there. Which... is what a good editor does.
So according to the 10 rules of next nakama:
1. Trafalgar Law - Collides with Chopper in his profession.
2. Kin'emon - swordmaster collides with 2 other members.
3. Momonosuke - Has a potential, but is way too young and annoying (personal opinion).
4. Bartolomeo - Yes. He is pretty fit for all the rules…except the 10th. He is madly in love with SHs.
5. Bellamy - Not funny. Although you can argue that his strengths are laughable (which I don't think is)
6. Leo - Met with Robin first.
7. Wicca - Met with Zoro first.
8. Toy Soldier - Probably has no dream except for the immediate victory in Dressrosa.
9. Rebecca - Character design too similar with Nami.
10. Violet - Sanji met with her first. Kind of looks like Robin.
11. Kanjuro - Not yet made an appearance but seems like a swordsmaster which collides with others.
Any other candidates to test out for the 10 rules of next Nakama?
Note: I personally consider Jinbei as a nakama already...

Franky already completed his dream as well which if I recall correctly, was to build his own dream ship(Which is the sunny). Does Jinbe even have a dream?

But, Barto has demonstrated just about every other characteristic one would look for in a Nakama which is why I suspect he may end up a loyal (and powerful) ally like Jinbe was to Whitebeard; StrawHats are going to need a vast network of allies to win, Whitebeard had a crapload and still lost.

He's referred to Luffy as the future pirate king; it could be his dream to help make Luffy the pirate king.
I'm not sold on Barto for NN yet, though. As much as I like him, I'm getting more of an 'ally' feel from him.
But if we find out that he has a tragic backstory explaining why he ended up a mafia boss, I may have to re-evaluate my position.:ninja:

I Will Say the Next Straw hat may be Bellamy just Think about Rebecca and Violet/Viola Will Help Their Grandfather and Father respectively in Running Dressrosa. Kinemon Has a Kid Who he Has to take care of and Bellamy joining will be great andas we have seen in Chapter 731 he has been betrayed by Doflamingo and he speaks to Luffy in a Friendly manner and after Doflomingo is Defeated The crew need a person who has great Knowledge about New World and Kaido and Who Better Bellamy is Strong and he Has Dissolved his Pride and he is Starting to Respect the Strawhats and Lufy and He can be a great addition to the crew

Bellamy fight's in a completely different way though like when he fought Abdullah and Jeet.
The first time Luffy sees a dwarf his eyes will immediately shine and he will ask them to join his crew, because in his eyes they are simply too awesome. This will be for comedy though, as no dwarf is likely to actually join.
Right now I wouldn't accept Bellamy as a mate until he became his own person (not codependent on some asshole) and would need some major development, but I am not completely closed off to the idea.
I still think Rebecca has good chances regardless of her status as a princess, though this is probably just my desire for another woman to join the crew as it currently feels unbalanced.
I do not think any revolutionary will join due to their other more critical agendas and desires. Being a pirate will not necessarily aid them in overthrowing the govenment. Sorry Koala and Sabo.
Now for my personal hope, and I do apologize in advance to those who find this offensive, Trafalgar Law. I love his interactions with the crew (mainly Chopper) and I see his bond with Luffy growing through the end of Dressrosa. I know he has his own crew and desires, but I am partial to theories which make this possible.

People just need to realize that whether or not they leave an existing gang or organization varies from character to character.
You have guys like Sanji who wasn't gonna leave because he was indebted to Zef for life.
Or Zoro who was his own Boss for so long that it had to take a truly amazing bastard to make him wanna become a pirate.
Robin had been with many groups before , but decided to see how far she could take her dream in this crazy crew.
Franky not only had his own gang, but also a network of connections in Water 7, but his dream literally required him to leave it all behind.
Hell, Brook didn't have to go the long way to meet Laboon, but he's doing it anyway.
Circumstances change from character to character , we could argue that Oda will shake things up completely
in the way he has people join the crew , as evidenced by Jinbe.

Kin'emon is fighting along side the Strawhats, he'll heavily involved until the end of the Wano arc. How he is developed all the way to that point will determine everything. Right now, he seems to tied to Wano.

I can't imagine Oda would show us this King punch once and claim that it could take out a Yonkou and not have Elizabello II come along for the ride to test it out… which would probably mean Dagama would come along

Jean ango seemed to be put there for the sole purpose of saying the level 6 prisoners had gathered somewhere, and showed nothing else of mention besides an awesome cactus hairdo
I would think Oda would definitely want to expand on Kelly Funks abilities, maybe when the strawhats knock out a monster or a super strong enemy bobby funk will put him over it and he'll get an awesome new body (imagine him hijacking Kaidou's body once he's defeated.... new Yonko Kelly Funk )
Hack seems to be with the revolutionaries so unless they team up with Luffy (which would be so damn cool) I think he'll be going with them
and I think Blue Gilly and Ideo need some sort of match up fight or tag team.... I'm torn on whether they'd join
and the princess Dwarf still hasn't been introduced yet.... and her personality was supposed to be crazy, maybe she'll go with a few of the major members of the dwarves

but that's probably a fantasy.... too many characters even for Oda to keep in the spot light

My big problem with theories like Law or Bartolomeo joining is that it's not just about how that character may feel or even interact with Luffy, it's about him becoming a strawhat and actually joining the crew as a member that bothers me. Bartolomeo may adore the Straw Hats and if asked to become one would most probably say yes on the spot, but I don't ever, ever see Luffy realistically asking Barto to join the crew. Why would he? Plenty of people have helped the Straw Hats before and not been asked, and I just don't see Barto ever being invited. Furthermore, I know he adores the Straw Hats, but I don't see the point of a character to come on the goddamn ship and be part of the main cast and eat up screen time when all he does is gush over all of them. He would never feel to me like a nakama who if he got captured they'd all risk everything to get him back like Robin.
The same can be said of Law. Why would a guy like that ever drop his crew and his own goals just to join Luffy? Even if he does get a respect of him for saving him from Doflamingo, we're talking about dropping everything you're doing and joining someone else's pirate crew. Furthermore, I don't think any of the other straw hats would come to see Law as a real, true nakama.
And this is my big problem with all of the fan theories that get posted about who the next nakama is. I'm all for the fun of guessing and speculating, but I think some people are underestimating what it means from a story point of view for a character to join the SH's. I think the impact of such an event is not fully appreciated. We're talking a character who has to have Luffy like him enough to ask him to join, someone who treasures the friendship that they have with the rest of the crew above all else, and someone who would be willing to die if that's what it took to get back one of their own. That character will always and forever get screen time and dialogue with the other straw hats until the end of the series and they reach Raftel. Not just Luffy. Jinbe already exhibits all of the things that I'm talking about. Not only is he super important to Luffy for saving his life twice and all of the countless other things he's done, it's the fact that he's able to really extend his friendship to the rest of the crew and become one of their nakama (starting with apologizing to Nami) that really makes me excited about him joining. When Luffy asked Jinbe to join his crew, everybody in the Straw Hats smiled at the thought of it. They were already willing to accept him as a friend and companion. In turn, he remarked how fun it would be to join them on their adventure. To really become one of them.
Having said that I would love for either Kinemon or Bellamy to join, so there's that. Bellamy I don't think will happen, but I really do think Kinemon has a chance. He's already gotten to that point where he's built some camaraderie and gels pretty well with the Straw Hats. He's definitely friends with Brook and even Sanji, and the three of them are perverted so he's already joining them in the Straw Hat shenanigans. And it's obvious that we haven't even reached his and Momonosuke's central story in this saga, which I think will either happen on Zo (that was their destination after all) or maybe even in Wano Country. After that I can see Kinemon leaving Momonosuke in the care of Kanjuro (or leaving him back home), but it all depends on whether or not Kinemon would be willing to become a pirate and if that ties into his sad backstory and dream at all (if he even has those things). I'm inclined to believe Luffy would ask him to join after Kinemon's big plot in the story is over, he already asked his legs to join back on Punk Hazard after all.
