I'm sure Oda is aware that his readers anticipate such things and plays with them some. Such as Jinbe's delays, or Luffy speculating that Sanji's new wife was joining the crewing.
BUT….

She's not though. The readers are throwing that onto her, Oda isn't. She's one of three different characters joining an incomplete group that won't be interacting with half the cast.
Again, if she was the ONLY mink going, or had done more to stand out, or had been THE main mink of focus during the brief Zou arc, or had a more interesting design, or Luffy had made star eyes at her, there'd be some discussion to had But she's not crewmate material. She's a C stringer coming along for a little while, the same as Jonny and Yosaku, or Paulie, or the square sisters, or Lola, or Ace, or Sabo, or Koala, or Sai, or Kanjuro.
There has literally been NOTHING about the character that reeks of Oda hinting at a new crewmate outside of her being cute and having a quirk, which many many many characters have. For cripes sake, she's a rabbit named CARROT. Oda is not making a pun a main character for the next ten years. (SHe already overlaps CHopper enough without the name similarity.) If her pun had been Usagi or she had Sailor Moon pigtails in her design to imitate ears, that'd be something. She might have a fair bit of focus for the next year, but not till the end of the series.
Kanjuro and Raizo have way more interesting designs and abilities and are going to be tired into the massive wano arc, but no one argued for Kanjuro the way they did for Kinemon, because he was the second samurai and looked weird, and any desire for Raizo to join (there was so much hype for him the week before!) died the second he appeared on camera… nevermind that he actually has a unique and unusual design and a distinct power set... people think the design is ugly and so don't want the ninja anymore. Nevermind that Luffy made star eyes about a ninja, people are now just hoping there's an attractive girl version of him once we get to Wano to fill the ninja quota instead.
COmpare to back in Water 7, where Oda had setup the need for a shipright several arcs in advance, and then first thing introduced Paulie, gave him several quirks, a lot of different details in his design, gave him a personality that would clash constantly with Sanji and Nami both, and gave him a ton of focus down to a sort of Sanji esque role where he ddn't really want to associate with the strawhats but was going along with it bit by bit as things grew more and more out of control and his old life fell apart and he became more and more indebted to them. By the standards of the first half of the series, he was clearly the guy, even if he didn't know it yet. Oda was using all the direct "this is the next crewmember" hinting he'd done for all the others. ANd then Franky took off his mask and revealed his actual design and it was over, Franky was clearly the most interesting thing on the island. And then a couple chapters later Franky got his flashback and it was really over.
Compared to Paulie? Oda hasn't been leading on the readers at all. It's just people jumping at every single character design they like, without paying any attention to the story or what's going on around the characters or how they're introduced or how much time Oda put into giving them a truly unique design... it's the main reason so many people were against Jinbe for so long, because he was fat with a weird face instead of a traditional badass looking warrior like Mihawk or Crocodile. (And go back far enough and people had problems with Franky being too weird too.) And its why people latched onto Hancock for so long despite everything in the story saying no about her.
