As I said in the spoiler thread, can't Caesar just make himself dissipate to avoid Luffy's blow? It's not like Gear Third is known for its speed.
Very simple answer.
Notice two panels from the last, where the "noticing" comic book effect is shown as Luffy leaps towards him.
This is the first time he noticed Luffy came back into the room.
Then the next panel, you see Luffy's arms are already stretched to max, making tense sounds and CC is going "!!?".Then the last panel, when realization hits CC, he bursts into tears as he realizes he is royally fucked.
He's not exactly a fast mover, and basically, he realizes his situation far too late.

I guess it's just Marine soldiers. Attack isn't there either.
I guess the missing of Tashigi, Coby, Helmeppo and Jango can be explained, because the CS shows marines at the beginning of their career, while their start was about at the beginning of Luffy's adventure.
But I really love that spread for the fact how much Oda knows his characters. Other mangaka would probably long have forgotten about guys like Pudding Pudding e.g., but Oda evenremembers guys like Makko or Mashikaku.

I think Oda wanted to show us the old marines how they looked 10-20 years ago.
The new marine-generation we already know how they looked younger, so Coby,Helmeppo and Tashigi weren`t included in that CS. -

Oh, I thought this only was a coincidence til just now. But while looking for the marines on the pic I noticed that Oda made some characters pretty clear by smaller things like the form of the chin and such. And that's the same chin alright.
Seriously, someone should send Oda our list and ask him some things about that spread for SBS.

He has grown so much since he first started on his journey. I remember when he used to always lie about being captain. Now, he probably would never do so. He really believes in Luffy and holds great respect for him. What a clear growth from him, especially since the Water 7 arc. You're growing Usopp.
