Garou's definition of monster is not a traditional one, he sees it from a perspective of strength to do what you want. That includes saving a child.
Which basically makes him, not a monster. He is just an eccentric (or deviant, but not in the pejorative sense) who bears the title "hero hunter"

Genus could be referring to the limiter before becoming a monster.
Except that monsters don't "break their limiter" they "transform". And Genus was talking about Saitama when we jumped back to Garou's fight.
