Campaigns do serve a role though. Some characters are not in the collective conscious as much but amazing campaigns make them staples of AP. Moriah is not particularly loved from his role in the series as much as the way his character became perceived thanks to campaigns.
Ace is another cool example. Normally popular, he took a hit from his manga behavior. This year, however, the Ace fans did a great job of referring back to what people liked about Ace in the first place, the fact it's such a silly character.
The campaigns you choose has a lasting impact on how the character is perceived by members here.
I wasn't denying that campaigns don't have effect (Hattori is a big proof that do have effect). Take it this way: no matter how much anyone you (or zachri or any other big law fan) won't vote against law. My point: voting for character you like and not for campaigns of opponent is not a slap in face of campaigners, if a character is still in without any campaigns its because he made more impact in manga than campaigns have so far in tournament.
