North Africans (for example Egyptians) are mostly middle eastern in ethnicity, HOWEVER since this is Oda (a japanese guy) I'm not too sure how culturally educated he is and when I see stereotypical lips, curly hair and and outrageous nose it's hard not to associate Usopp with some black stereotype (like Choco love in Shaman King) instead of Oda actually thinking of North Africa when he threw Africa out there in the SBS.
I don't really know but i don't think that Asians are that ignorant of non Asians. Then again you never know unless you go there. He said Luffy was Brazilian and he certainly doesn't look white or japanese so that could mean he knew their are blacks in brazil.

He's light skinned with dark hair and indistinct cartoon eyes, he could pass for most any person from the Northern hemisphere.

So what would you say when someone claims Oda "faked" these early drawings and did them recently to make it look like he planned the series ahead of time and impress fans? Because someone said that.
you can tell that isn't the case, because it's drawn in his earlier art style. you can see it especially in the way he draws anatomy, face shapes, and even how similar chopper's face is to the way he drew animals - like shushu - back then.
look at the way toriyama draws goku or dragon ball characters now as opposed to during the actual run of the manga series; there are a lot of subtleties in the character art that denote when they were drawn. in particular, check out the way goku is drawn in the very first chapter and then look at the most current drawing of kid goku by toriyama you can find. oda definitely doesn't draw zoro like this anymore.

The Khoi-San peoples (aboriginal South African who predate both Niger Congo speaking Africans like Zulus, and of course the Europeans) have a dusty tannish color.

It's an inherently unscientific term, with no biological meaning. It exists as a sociological concept.
So when people rush up in here and start playing tug of war with a character to belong to their side of the American sociological rift, I cut in with the real anthropology.
If Muah made a demonstrated argument of Usopp being possibly Oromo, with respect to the fact that Oda (like Gary Larson) for some reason doesn't darken a black character's skin much or at all, then I would respect that.
But that's not what he and everyone who plays this is doing. As he has painfully demonstrated by essentially accusing Arab-Berbers of being basically Uncle Toms. Which is both ethnically and offensive and American-centric.

Melanin in skin enough to be considered white wouldn't have happened for awhile after peoples settled into the North. The first arrivals would have retained the skin tones of where they had came from for generations.

I think Ussop used to be colored a little more brownish in the early anime .
Then again due to colour limitations , skin colour is never realy an issue in Shounen . Hell after Mr. Watermellonhead back in east blue , the only black person I remember Oda did was that huge black woman at Whiskey Peak .

He is right though, if it what Im thinking in europe latin person are called white not brown like in the USA, they are the same indeed, just more tanned then others, atleast in Portugal and Spain I dont really know about non mediterranean countries but from those I know that live here(3/4) they dont make that disctinction either, we say the person is "morena" if its tanned and "pálida" if its too white but everyone is considered white.
Usopp is not black anyway África doesnt only have black people(y know guys!!), Marrocos, etc its África too, Daz Bones is black if you want a black person example from One Piece to compare to Usopp.

The ancient Romans and Greeks would also be pretty swarthy since it's believed their ancestors came from the mid-east.
Modern Northern Italians are more Northern European looking but that has more to do with Germanic tribal migrations like the Lombards and Ostrogoths then anything else.But of course the more "white" dominance of recent centuries means people as far flung as Jesus (Levantian), and even various African biblical characters like the Queen of Sheba (probably Ethiopian or Nubian) get made to look pretty Aryan.
