I meant the bounty before timeskip. He had a 162,000,000 bounty while Zoro had a 120,000,000 bounty.

There is no bounty hunter capable of capturing them and the big names don't really care about catching and delivering other pirates to the marines . Yet Rayleigh's comment actually being canon about some of these "just ordinary animals" not even into the NW, being too tough for Luffy, (in fact Rayleigh apparently said 'many'), makes my point that some or even many animals alone would've most likely been
too much for most Supernovas at that time. It's not really best to use as a determining point of weakness/, or weakness in comparison to, especially Pre TimeSkip.

Apoo has a decent bounty and has been portrayed as powerful, and I know he'll be able to back up his reputation just as the others from his generation will and have been doing. It just threw me off to see him terrified of a group of wild boar. I don't remember any other time in One Piece where a biological non-human animal (meaning, Zoans and Vegapunk's dragons are excluded from this) posed a legitimate challenge to a notable character that actively fights.
Didn't Ray introduce us to an island in the calm belt full of animal stronger than Luffy. But I agree the scene was strange as fuck… I can't picture those bors stronger than the sea gorillas.

the absence of evidence doesn't equate to the evidence of absence…. to put more simply, just because we havent seen ppl capable as yet doesnt mean there aren't ppl capable... we just got into the new world, ppl who hunt big bounty wont normally go after small bounty ppl. Jean Ango himself is a bounty hunter, even being ahead of himself with level 6 he has captured few impel down escapees already, Jeet and Abdullah were also once bounty hunters so there's that.
also, bounties are based on THREAT not strength, if a strong person not actively apposing the WG gains a bounty its possible it may not even be that high...Blackbeard, a pirate who was on Whitebeard's ship for 20+ years never gained a bounty, in fact he was considered some no name person at first but proved to be leagues above what they thought.

I'd like to think there are strong bounty hunters who could compete with 100 million+ bounties out in the Grand Line. Of course none could take out a Yonkou, but they could prey upon arrogant pirates in the NW who don't have enough experience, if only to give the bounty system in One Piece some meaning. We've had a few cases, but nothing that felt wholly complete.
Also, I think it would add a cool dynamic between them, the WG, and the pirates themselves.

The best example of this kind of behaviour is obviously Cavendish lol. If he can get that mad about his limelight being stolen then yeah I could totally see your scenario panning out, although not specifically with Luffy and Kid.

Absolutely. An organization of strong and smart bounty hunters would be a great addition to the series. They could even be hired by other pirates like the yonko, to perform some jobs for them.

If whitebeard had a bouty it would be far superior to that( ace's bounty was 550 M). But there's no point in having a bounty that huge. He was the strongest man in the seas, everyone knew what he was capable off, no one would be stupid to the point of trying to capture him.

Like i said, there's no point in having bounties that high. But if ace's is 550 M i think is safe to assume that whitebeard's would have to be far superior to that. I agree with you though when you say that dragon has the highest bounty.

We already saw a large, badass organization of bounty hunters. They were called Baroque Works.
Big bounties are probably the purview of the Shichibukai and members of various underworlds that don't have bounties on their heads. Chopper, for example, could probably collect bounties for the Strawhats, as long as he wasn't in his brain-point form. Or they could get Kinemon to hand in bounty-heads as long as he isn't recognized as an ally of theirs.
And bounties are all "potential threat" ratings. Marines don't have scouters that say anything about the strength of pirates. The Marines find out about pirates who are doing outrageous things, decide whether they are a threat or not, and issue a bounty, based on the amount of trouble they think the pirate will cause them, at that time. "You took down one of the members of CP9? That's pretty amazing. Here's a bounty, so that people know to be afraid of you. You were one of the heads of the mass escape from Impel Down that happened two days ago, and you've rallied a small army of notorious killers? Holy shit! I'm not even sure we want to try and have anyone take you in. Have you ever thought about doing government work?"

The Government has no reliable way to gauge somebody's strength because most of the big players have really non-standard ways of fighting. Don't act like you're some kind of fictional pirate world bounty expert.

Luffy got a bounty increase because he declared war on WG, Luffy is the captain he takes majority of the blames, the world government doesn't give a fuck about his crew…. I don't think that the governement took the defeat of Kaku and Jabura in account to establish Zorro and Sanji's bounties. The fights were in a tower where the only people were the cp9 and the straw hats…The governement have no way of knowing who defeated who (Luffy vs Lucci's aside since the end of the fight were seen by everybody). And that's why Chopper has a bounty of only 50berry and Nami 16 000 000.

Spandam alone was enough to make a report, also Kuzan and 5 VA and at least 3 captains were there. The WG seems to discriminates animals when it comes to bounties, with the exception of Pekoms.

Well once they woke up, they saw some agents of the government were chasing after us. I don't think they've got the time to write any report.
In Chopper's case it's probably more of an oversight regarding him being a non-human and a shapeshifter. There may be a report about a strong, largish unidentified male among the Straw Hats but it's not associated with their 'pet'. And at Enies Lobby no one was sure what was happening with his monster form

When I saw your bounty explanation I thought it was perfect, I can't see anything wrong with. Bounties are pretty straightforward, you get it for strength, risk to society, damage to society and notoriousness (made that word up) and other little bits. It's pretty self explanatory..except for some.

Someone like Smoker knew Zoro defeated Mr 1 and the WG wouldn't know? Sanji fought mr 2 who had 30 million beri bounty but due to no one saw the fight and WG not knowing about it Sanji got nothing… Don't bring chopper into this, even his own crew didn't know monster chopper was their friend chopper until after taking time to find similarities. Sogeking got a bounty for what he did and not Usopp and why is that?
