last arc, monet was a clearcut winner of best female, representing a lot of good female values. she was motherly and refused to back down when the children were concerned. when complimented on her (frankly) stunning appearance, she modestly was taken aback, blushing, possibly wanting Sanji but not in a slutty way. she ran caesar's household, if you will. Her competition, Toshigi, did very little women things in comparison.

Maybe it's just me, but that seems like a sexist post. You're just pointing out everything about Monet, which falls under the stereotypical umbrella of what a woman "should" be. Which actually isn't Monet, because she was pretty callous and ruthless.
Monet was a good character because of that, as well as that she was knowledgable, and had the slight comic relief of blushing.
She was not motherly, or a good household runner, for all we know.
Also, I don't think there was much evidence she wanted Sanji. And excuse my rant, but girls don't have to fall under the umbrella of "having good female virtues" to be good characters.
I'm really hoping the little girl in the Donquixote Pirates is sadistic.

But my favorite female of the arc is likely going to be Rebecca, or maybe Wicca. But that's because Rebecca seems like she has several interesting stories about her that tie into the plot, and Wicca is adorable and I like her personality.

And she has pink hair. Wouldn't this add another color to the Straw Hat rainbow? A true crew has a rainbow of hair for diversity to distract their enemies. It's the first thing Oda considers when adding a crewmate and almost nothing else (unless your hair is black). Rebecca confirmed due to new hair color.

Honestly, from my perspective, there just hasn't been enough focus on these females to pick a favorite. Out of all of them the only one who I feel might win me over in the end is Rebecca, but even then it's like whatever.

This one girl was arguing with me about a pencil, and she was just so incredibly wrong about it in every way against my sword of truth, so I sent pizzas to her house. It was just so epic. Epic is the only adjective in the English language as far as I'm concerned.
