In the episode clip I'm looking for - which I remember hearing, but never wrote down - the concept of it is kind of like the old wizard dude from Nami's 2-year sky isle, who kept saying "oi, oi oi oi, oi oi oi oi, oi" etc., I think it was.
Except this time it was a much lower voice, and was in a more recent episode. And this guy was literally saying "heyyyheyyyheyyyheyyyyHEYYHEYYYY" instead of 'oi'. …I'm not sure if he did it once or twice. But it's definitely meant to be in a comical style instead of serious, and with heavy emphasis on dragging out the "yyyyyy". Also, he stops talking much more quickly, when compared to the sky isle wizard's differently portrayed, dragged out comedy routine.
I've been searching by skimming from the start of fish man isle's post-Hody defeat. I'm now at the opening segments of the kids nursery scenes on Punk Hazard. I've had to resort to not skimming too much now, since this bizarre character's trait could be lurking around any corner. Really wish I wrote down the episode! I seem to remember the voice being off screen, and can't remember anyone physically to ascribe it to, very strange.
