I have seen some that have very fluid movements.

I use GIMP. You take screenshots of the portion of a video you want changed into a gif and them import them into GIMP as separate layers and then save it and it's done. It's a little harder making them acceptable for avatar or sig use however.

Hye thanks Sakon! I'm a Photoshop veteran and I almost literally just started using GIMP. Slowly but surely, after a couple of previous failed attempts, getting the hang of it.

That's what I'm always doing, too.
My avatar, for example, was made that way (only difference was that I didn't import screenshots but instead made them myself - also in GIMP).
I edit the clip I want in Sony Vegas or Adobe Premiere, then I just import the clip into photoshop. Easy pancakes.

… for those who can afford those programs, of course.
But at least Photoshop and GIMP are pretty much the same thing, safe for some details, so that doesn't matter much.
I used Sony Vegas for a little bit but was never able to figure out how it worked and didn't want to spend very much time on learning :3 .
Flash can make gifs… Its pretty easy too... wonder why no one ever uses it :/
Because it costs a shit-ton of money like PS and Vegas.

I like to use Camtasia to record, save it, Photoshop, open the video in as layers. Then use the animation feature to make a GIF, though it can't really go as fast as you might want.
Flash can make gifs… Its pretty easy too... wonder why no one ever uses it :/
I would love to use Flash. It would make things a lot easier. =|
