Completely wrong. Of all characters we´ve witnessed in a fight Luffy is the one who always keeps sharp when it gets to fighting situations. Being a complete retard and moron doesn´t deny him from being focused in a fight. That´s what makes Luffy, he´s stupid most of the times but sharp as and razor when it really is necessary.
And to get the transfer back to Jabura, we have just seen him in non fighting situations so we can´t really say how he will be at the end. But until the contrary gets proven I take him for how Oda discribed him and that´s that he seems to not being able to keep calm as Lucci and Kaku. That doesn´t mean that he is a weakling, because he´s not. But it would definitely make him placed behind Lucci and Kaku.
A good example for that would actually be Bon Kurei. When we first met him he was a freak. And guess what, when we came to see him fighting he was a freak too. This didn´t mean that he isn´t strong but with such an attitude he isn´t as focused in a fight as for instance Daz Bones. That´s why I clearly see him weaker as Daz. Imagine if Bon-chan would have the same lethal coolness as Daz, that would make his fighting attitude much more dangerous and in the end could even boost up his fighting skills.
if thats right and i havent misunderstood ya i dont think thas true simply cause how a person acts when hes just chilling and how he acts when hes really fighting are like two diffrent personalitys.
As I just said, this actually applies only to Luffy and the other Strawhats here. The antagonists mostly act in a fight the same as they do when they´re chilling so until that doesn´t change I´ll go with the idea that Jabura´s ego problems are what keep him placed behind Lucci and Kaku when it gets to fighting skills.

Well Arlong technically also knocked out Luffy when he threw him into the pool. It wasn´t with a punch, but Arlong definitely figured out how to overcome Strawhat. So the result is the same.
Funny sidenote; this is actually Luffy logic from the same arc. Remember when Arlong showed everyone that he can destroy stone with his teeth? Luffy then destroyed it with his fist and brought the message over that the result is the same, even though the method was different.
So yeah, Arlong knocked Luffy out. It maybe was a cheap way but hey, you have to think of that idea first and also need the strenght to make it happen. So it actually counts IMO.
