It's the new rank to replace the old "pink" one for raw providers/scanslators. I think others involved with the OP community also recieved them (Zach), but I don't know every person with a blue rank.

You have to translate a lot to become an envoy. Rubia has not been granted this even though he translated severas spoilers.
After becoming one, you can run off.
Mumei is known for what he did outside the forum BTW. He is famous in the Italian OP community. -

Blue names aren't handed out easily. They're well earned by the people who have them (regardless of where/how they were earned). We also have to be convinced that they'll very rarely provide anything unreliable without stating so.
So, I guess the answer is no to both questions.
