I'd like to ask Oda an SBS question.
But I'm not sure how I should do this…
Can anyone explain to me how everything works?

Oda doesn't read English, so to start, you need a translator (or Japanese language proficiency). Then I believe you send the letter to Shonen Jump at the address supplied in the magazine, and they will send it on to Oda. However, he is extremely popular right now, and receives hundreds, even thousands, of letters, so the chances of yours being chosen are negligible. Good luck.
