Oda created them all (Or at least drew them), he just never used them in the real story. Toei approached him and asked if he could make characters for filler, and he complied.
Which is why they're all designed pretty well even if they are crappy characters. Except that one really really fat guy in the Apis arc. He was just…grotesque.
I wonder who names them?

Apis' grandfather, don't know his name. But he could go on telling a story for 24 hours straight if you let him.
Jabba the Navy Gu-er... Nielson.
"Kamaitachi" Erik
The LogueTown gunman is named Dadi. he has a little girl whose name I forget offhand.
He is a skilled gunman, formerly a Navy officer until an encounter with Yasopp. Yasopp encouraged him to focus more on his little girl, and so he left the navy, becoming a bounty hunter to get by. Dadi and Usopp duel for the sniper goggles he wears (in the anime, the girl gets to them first).
Other Loguetowners are Carmen and her two flunkes. Carmen is a skilled che who challenges Sanji to a cookign contest. She also saw Sanji whent hey were children and he dreamt of All Blue (I think they both were apprentices on Orbit)
I don't remeber the alabasta filler too well. I know Scorpion had two sons. THere was also a group of guys in a town who were pretending to be big shot heroes and the crew decided to put to the test.
Between Alabasta and Jaya there's Zenni (named I'm sure after Dragon Ball's currency) who was a moneylender, I think, with dreams of beig a pirate. Also thre's the Pumpkin Pirate crew, all but of whom were lost to the Rainbow Mist five decades prior. I forget teh bad guys' names of this arc.
The G8 arc had Jonasen, the leader of th base, and his wife Jessica, head chef. He had two subordinates as well. There was an inspector from HQ named Shepard, who Robin took otu and disgused herself as. He was out to one-up Jonasen and get promoted or get the G8 based shut down.

Don't Forget about the some of the Foxy pirates for the Toei games. Like the ones in the Roller skating race thing, that Dodgeball game and the Red-light Green-light.

I'm guessing that maybe Sanji was based off the design that Tony Tony Chopper just posted (the pics). I mean the hair looks a bit similar apart from the color blue, and hes of course smoking except Sanji smokes a cigarette.
Oh yeah! And the huge polar bear always looks like the one picture in color walk (if I can find that pic).
I think those pics were drawn before One Piece got started.
Tony Tony Chopper's last picture he posted with the title "Wanted" up top is actually from Oda's collection of one-shot series. That specific one is something like the cover for the first short in his book, "Wanted!" or something like that. The one-shots are great, well, the two that I read anyways. Just want to clear that up.
