Not necessarily new. Sanji's coat in Drum had a 59 on it.
If I'm remembering correctly, klet, the number "59" has some sort of pun or wordplay to it in Japanese that makes it a parallel to "cook" – just like how some of the SH birthdates are puns and wordplay. So that's exactly why I'm thinking that Rayleigh's number might mean something in Japanese. But we'll have to wait for Aohige or one of our other translators to clue us in, if so.
Maybe in the colorspread Franky isn't in his ''normal form'' and that's why he's as huge.
My take on it is that it's a battle suit, and that the riveted steel parts on the shoulders are where it comes apart. As other people have pointed out, it's also got a BF number, the one after his own.
And he could be bald now because his hair was singed during the explosion. Which means it will grow back soon enough.
But based on the real full sized picture all those morons can go hang their heads in shame for believing such bullshit

Is his guitar going to be anything special? it IS in a form of a shark, could it mean that not only is it a guitar for music related fighting, but could be a type of serrated sword?
I'd really like to see him pound it over someone's head. And remember, since it's an electric guitar, it can be amplified which means that he can do more damage to more people who are further away from him.
(Just has to pack a standalone portable electricity generator …)

Everyone seems so giddy, and while I am excited to FINALLY have a new issue, I have several complaints.
the biggest- I never read any spoilers, so I had no clue there was any speculation about zoro losing his arm. WTF? and a big WTF at all the people who claim that the CS disproves this. His right arm is holding a sword, but his left sleeve seems a little…small...? empty? limp? Now I'm paranoid.
big- Chopper is wearing a new hat. Maybe that wouldn't be very important if his old hat was JUST a hat. but that pink top hat meant as much to chopper as the Straw Hat means to luffy. That hat was the only thing Chopper had to remember Dr. Hiluluk by! wtf?
not so big- franky looks ridiculous, Zoro in a kimono is uncharacteristic of him, as is Brook switching from violin to electric guitar. All the outfit changing reminds me of movie 10, which was just a bunch of random cosplay.
Everything else in the chapter? Yeah, F***ing amazing! like SMP amazing.
Need sleep...but need to re-read...

i just don't like that these fakers started assembling pretty much at the exact same time as the actual crew is getting together. what are the odds of that? but whatever, it just seems like a funny way to re-introduce the vamped up crew so I'll just go with it. really enjoying all the new changes

This is not good.As I see it, her goal is to get him to upgrade her weapon for her with her new technology. It helps that she's happy to see him and all, but nothing is free with Nami.
In the panel were Nami is pulling Usopp out of the bar…how is she making the Cloud Bubbles? One hand is on Usopp and the other carrying her shopping bags....and I can't see her Clima-tact. I'm not trying to find something wrong with the chapter...honestly I'm not. I'm just sooooo interested in Nami's fighting style...I get really excited thinking that she BLEW UP A BUILDING with out giving it much thought....when she usually focused soo hard to make Thunder Clouds.
This is one of the rare, rare cases I have to look to the anime. According to her episodes from Weatheria, weather balls produce soap bubbles with weather inside them. In the anime it was black soap bubbles with rain clouds (from one of her covers), and they all combined together to form a big one. Considering that "black soap bubbles" are mentioned specifically in this chapter, I figure the anime team must have asked Oda about this one particular thing.
So chances are that the soap bubbles came from a weather ball she "got" from Weatheria. Seeing as how she's just now meeting Usopp, that technology has likely not been applied to her clima tact yet, so she wouldn't be using it (the tact).
Some people are theorizing that the weather ball is in her earring, which is a neat idea. For some reason, though, I was under the impression that weather balls are bigger than that, but I can't recall why I believe that at the moment. I think it's just as likely that she's carrying one around in one of her shopping bags.

I bet he does, and it's a cool idea. Nobody on the crew should be weak enough to be seriously bothered by them, and it's a pretty hilarious security system.

What I really liked about this chapter is how Usopp claimed that he was no longer one of the weak trio, and then Nami just lightning blasted the entire bar

Boa Hancock might still join the crew, but she will look a lot like Robin now, I reckon Oda would not give the SH's two crewmates who look similar, could be confusing especially in the b/w manga.
Duval, on the other hand, will join the crew. Luffy will extend him this offer for protecting the Thousand Sunny, who, like the Merry, is considered Nakama.

Great chapter, really like all the new designs. Glad Oda went with small changes rather than drastic changes. The only one I may not like is Franky, I am fine with everything except having a shaved head. I liked that his hair was tied into how much cola power he had left.
Maybe that's an implication that his "cola limit" may have changed. A good change i suppose.

Anyway the easier to see pointer is that zoro still has 3 swords. Also, he always used to tie his headband around his arm when he wasnt in the super-serious kill mode yet. Now he's just wearing a shirt with sleeves. The sleeve of his left arm is also as thick as the sleeve of the right arm, so there's prolly an arm in the sleeve to begin with.Anyway the blade of the sword that zoro wields with his left arm is in between luffy's legs.

So the marines are on the way as well… Seems like Momonga will appear and maybe Luffy will be his opponent and the 2 brothers are against Sanji and Zoro.
But one question... What does Sanji mean with "the sea we are returning to is gonna be a rough one" after hearing about Zoro…
Zoro arriving first, it is a sign of a rough sea ahead (not the Zoro he used to be - if he had to change this much..) Seen as an omen.

Garp can beat luffy up with punches, 20 years after his prime. Momonga is a VA but that's it, if you look at how easily Whitebeard took out that giant VA you see that they are not that strong. An Admiral is supposed to be at the very least just below Yonkou strength (Marco/Jozu/Vista/most Shichibukai strength) and Momonga, as strong as he is, is nowhere strong enough to compare. Do you think he could beat Mihawk or Kuma ? I highly doubt it.
But he has a hat, so i guess that changes everything. You do know that even some regular marines wear caps right ? Only Akainu actually has a hat like that, that's it. I would say he does need a DF to be an Admiral.
I think the reason Oda said Garp refused the post of Admiral is precisely because Vice Admirals are so weak…however i do think he has gotten a rank increase, maybe in charge of the old HQ ?
