I don't know if this has been mentioned before or not but…
Is it just me or do the Shichibukai work for the WG, perhaps Crocodile made BW under orders from the WG, and the WG just tried to cover it up by sending in Marinese and arresting the members.
Like right now CP9 is a very secretive group that not many people know about. BW could have been controlled completely by the WG through Crocodile, just making it look like a criminal orginization.
Where's the point in having a legal group that looks illegal?
Doing things that normal people would frown upon, or would cause a revolt if they knew the leaders of the world were doing it.
It's a nice thought but one that doesn't seem logical mainly due to what Rakuen said "what's the point"?. Why would the WG need to take over a country?
I doubt it since the Gorousei (the highest authoroty of the WG) were pretty pissed at what Crocodile tried to pull. So it can't be their doing.
I'd have to say that it could've been a possibility originally that croc was doing it for the WG in order to get them an ancient weapon, especially since he had nico robin involved. However, it seems more aparent to me that croc did it on his will because of how power hungry he seemed for it towards the end of the alabasta arc.

i disagree to disagree, i think Wg is funding croc's little team because they also want the weapons of mass destruction lol
my take is that crocodile is a revolting shichibukai.
he got the shichibukai position from WG, then he probably heard about the pluton from WG as well, and then thought to himself: hey, if i can get to the weapon before them, i can take them out with it and rule the world. so he secretly formed the BW, and that's why he got his shichibukai title taken away when tashigi arrested him.
Wow, it nice to see someone trying to discredit the WG as a antigonist by saying they were behind the BW system. Yet in traditional stories, there are empires/companies/government as total evil without a drop of goodness, yet the topic-creater believes the WG is invoved because they too are after the Pulton like Crocodile, TC thinks the WG uses Crocodile to find it in attempt to make the WG the total evil of One Piece. Sadly, this is differant; the WG are not 100% evil like any stories we read, in Final Fantasy 7 the world was jagged by the Shin-ra yet One Piece don't have a antigonist giant like the government. The WG are really good guys.
It's still a possibility, I'd say, since there's nothing concrete that says "nope, not possible" (right?). It could have been an operation set into motion by some of the more underhanded members of the World Government.
I doubt it though, simply because of Crocodile's character. He definitely seemed to be the lone ruler. Chances are the WG isn't stupid, so they would see this in him ahead of time, whether Croc put up a good facade or not.

The WG wants Pluton to be able to stop the age of piracy. They do this so people in the world no longer have to fear pirates taking over their towns and what not, remember pirates are mostly bad people. Sure it might seem a bit extreme to use a weapon that could possibly destroy the world but what other ways are there?
Just find some good pirates, use them to fight bad pirates out, start a pirate ranger.

another way to stop the age of piracy would be for the WG to find "One Piece" and circulate it to all governments.

Yes, they were pissed off at Crocodile, but was it because of his rebellion or because he lost? The way they discuss the situation in their first appearance seems to suggest that the loss was more important to them than the attempt to take over Alabasta.
imo, if the WG or Marines did know about some ancient stone or weapon, can't they just officially ask King Cobra for it then? if not, just apply polictical preasure from other kings on Cobra.
