Preview thoughts:
I thought some of Whitebeard's commanders looked off in their design.
I definitely wasn't expecting the Fishman's skin color. It's not bad but just surprising. Then again I didn't really have any colors in mind.
Whitebeard's attack looked decent.
Looks like Canada still gets the simulcasted episode. Thank GOD 
A couple of notes:
I liked the filler for Rouge's part of the flashback. That needed to be extended a little bit in my opinion, as did a lot of stuff in this arc. One of the main reasons why I'm looking forward to Marineford being animated is (well done) implied filler
The music playing during Buggy's big moment was hilarious. Perfect

Not sure why they didn't end the episode with Whitebeard appearing. That's how the corresponding chapter ended, and it would have been much more powerful than the ending we received. And it's going to be lame happening right at the beginning of next episode =/
Overall, good episode. Animation was good throughout (there was some crap), pacing was good (just less than one chapter covered, mostly thanks to the Rouge filler.) You're 2 for 2 Toei.
Believe is song ripped from a dance craze that involves women in as little clothing as possible and crazy sex. The only thing happy-go-lucky about it is my cock.
No whitebeard yet? That's dissapointing :(.
I'm not really minding all this slow pacing yet though as I'm still clinging to the hope that toei will make up for it with fast pacing when the fighting actually starts.
My favorite part was how they used the actual Ode to Joy and not something that sounds a lot like Ode to Joy
in the preview it looks like they changed the color of thatch's hair and marco's tatoo on his chest?!
Thoughts on the episode.
Right when I started to get annoyed by the flipping book it stopped flipping.
Flashback was excellent. I mean it brought up questions as to why she didn't seem to get a bump during that time or why nobody seemed to either not know about Rouge or rat her out, but I thought Rouge's scenario was very unrealistic anyways. The added scenes of mothers being taken away though was a nice touch.
I thought the pacing was good, but sometimes the character designs looked off, especially Moria's design. He looked really off, but the scenes with the New World Captains looked sweet.
I didn't think Ode to Joy fit in the scene. I also thought it didn't fit the last time it was used in Impel Down so maybe I'm baised. The cut-off at the end felt right.
Reused material from opening 12 fit but I just flashed to the song and it was distracting, especially since they used almost the entire scene of showing off the Marines.
I hope the pacing stays consistent. I don't mind one chapter per episode if it doesn't drag.
! This gave me high hopes for Oars' flashback. Maybe more people will care about him after his episode. Yeah I'm betting he'll have an entire episode for himself. He pretty much had an entire chapter for himself, and I kinda liked him but I did wish I cared for him more given his importance.

What the hell. This episode was more QUALITY, panning and dragging than early Impel Down episodes.
I am even more disappointed with Toei than the usual. Seriously, I don't want every episode to have fluid animation, but this episode was bad by 2000 standards.
The first half of this episode was awesome, but they fucking reused scenes from Opening 12!!
Then they had the audacity to not show Whitebeard, but instead end it with Ace zooming in towards the camera!!
