Well, for one thing, he wouldn't need Franky's help. Also, I don't think he'd get a higher bounty if he did.
And Franky would probably be worth just as much as Robin. Not only is he strong, but the blueprints would allow him to actually build the ship, instead of just translating the instructions.

Not really, they wouldn't just assume she's dead and keep her bounty active. No one is ever even suprised to see her alive.
What it is is that alone, she'd either end up dead or eventually caught by the government. Even if she did find a group, there was the possibility of manipulating her through the Buster Call. I even think Aokiji's true mission was to confirm that she actually cared for the group.
But after this arc, she'll be as strong as ever, knowledgeable, and in a group, unafraid of the government's threats.
