The North Vietnamese were competent (you're forgetting the Vietcong were backed by the regular NV army), so much so that they fought and prevailed against the French, South Vietnam, USA, China, and the Khmer Rouge all within 30 years. South Korea is a nation that has immersed itself with Starcraft, Othello, and other war-related games. That being said, they probably have some of the best strategic minds in terms of warfare; they should've installed anti-nuclear systems the moment North Korea started boasting Nuclear Arms. The South Korean Army towers over North Korea in all sentiments excluding Nuclear Technology.
USA has nukes, nukes, more nukes, and probably the most advanced and sophisticated military technology on the planet, which is what happens when you invest so heavily on invasions… but with Iraq and Afghanistan being as they are, USA can't really join into any Korean dispute without giving up something else.
China and Russia will get involved if the situation escalates, however which side they choose isn't definite. North Korea was brought up during G20, and will be brought up again at the next G20 summit in Seoul in November. All other countries will probably side with South Korea, especially Japan (which North Korea would probably attack next due to what Japan did in WWII).
If North Korea wages war, it will end with the North Korean citizens being liberated from their leader, and with South Korea annexing the former. I don't see China taking North Korea, simply because of the strong relations it has with South Korea, which both nations have worked hard to obtain.
Russia and China would never side with North Korea in a war like this.
It is at best a chess piece for them, a pawn. One does not throw in their queens and knights to protect a pawn.
The only countries still playing Cold War are North Korea, Venezuela, and Cuba.
Russia and China, as well as Vietnam are not in the damndest interested in idealism surrounding a extremist socialist world vs. capitalist mind that pervaded the Cold War. There is no fear of domino theory from either side, NK is not worth the trouble. If anything China nowadays would have more to gain and more in common with a unified Korean peninsula in the sense of the South.

North Korea has been backed by China and Russia on issues, which is why we can't just run in and start war over possible nukes. And why sanctions can't work as well since they still have trade partners.
It hinges less on China and how much arm wrenching the US can do on South Korea. Like it or not North Korea broke the armistice, not in the usual sending commandos over to butcher up some families and steal women sort of way but sinking a large expensive piece of hardware with all hands. Washington is hoping a projected show of force will make Pyongyang STFU and back down and keep Seoul from escalating.
South Korea stands to lose more then anyone in making this escalate, they aren't some angry dog we're trying to keep from retaliating for the Cheonan. They're as careful about this as we are if not more.

It is very hard to counter nuclear attacks, but basically you can intervene, yes. Those missiles don't fly that fast (they fly fast, don't get me wrong) that they couldn't be blown up above the ocean or in US airspace with another missile (obviously, not with a nuclear one) or a fighter jet. It is hard since you don't have much time to do anything. Blowing a nuke up is the easy part, detecting it while it is coming at you with high speed, is not. If your radars are able to detect it while it is so far away that it can be countered, you can defend yourself.

I'm under the impression that "Um" will be more lenient than his predecessor is. He has had loads of connections with the chinese, who most likely have told him what to do and how to behave. After all, it's not exactly a good thing for them to have such an aggressive bunch of irrational militarypsychos, acting like they own the world, at your backyard. What comes to the man himself, he's an educated man and he'll most likely concentrate on his own country, which is overruled by famine and is technologically decades behind it's neighbouring countries. The people is devastated, but because the country is ruled with fear and dreadful actions, they can't do anything about it. I have a strong feeling that Um will atleast try to make them feel better, before he starts to bark as his predecessors have, only, done.
The real question mark, however, lies in the fact that the real ruler of the country might have been the leaders of the military force for several years now, actually ever since Kim-Jong-Il got old and had that cancer a few years ago. There is a possibility that even after Kim-Jon-Il's death, they won't give up their power and let Um rule the country the way he wants to. In that case North Korea will continue their current activities like nothing had changed at all. Um might become a puppet, who only represents the power, but can't say anything on what the military has decided to do. With that, nothing would change and we'd still have the same ole North Korea discussion going on until something major occurred, because if the situation doesn't develop from what it is now, something big will happen eventually. And that might not be a good thing for any of us.

No, it pretty much doesn't. That's why SK is trying to balance between angering their neighbors and being good to them. They don't want to get blown up.
Of course, we have to remember that the Koreans are actually one people divided into two nations and their (the SK'ans) good deeds can be explained as they feel a bit of pity towards their northern "brothers" and try to help the people, whenever the nutcase rulers let them do so.
