This wouldn't make any sense. We were already given the excuse the WG is using - Moria died in the war. If they were pinning it on Luffy, it would have already been mentioned (especially by Mihawk, last chapter.) The revolutionaries also specified that this news is about something after the war. And I don't think anyone would be laughing in amusement.

Actually, if it wasn't for Chopper's reaction of fear rather than awesome, I would actually take this joke theory seriously. It explains a lot:Vivi's style reaction, the reactions Sanji and Robin in the chapter match this page really well along with Rayleigh saying Luffy needing to get stronger.

Chopper's phrase can also mean "How come?" which would be fitting should they get married.
If Jimbei and Rayleigh all supported Luffy and Hancock's alliance, there would be more than one person (these) for Croc to refer to.
Marriage with a Shichibukai is a big stunt.
And, weddings can be fashionable. -

If Luffy is seen overthrowing a Shichibukai and claiming their territory as his own, that would make Hancock look weak in the eyes of the WG and not worthy to be a Shichibukai anymore (like Moria) which would mean that AL could be attacked at anytime since Hancock's treaty would no longer be in place and Luffy's word doesn't strike fear yet like Newgate's did.

Considering how much the Anime fillers were right about everything else, it's very likely that Carol did indeed effect Sanji some how and it just stopped working. Just because he/she doesn't show up in this chapter proves nothing. Oda probably just didn't have to time to throw in another storyline with all that was going on. Knowing him he'd want you to solely focus on Luffy. Although, I'm sure we'll see Carol mentioned or shown in a later chapter wrapping up Sanji's storyline. Also, note, he said I'm not wearing that again. Meaning it's been done before.
As for Franky's… It was clear that he'd returned back from the lab at least once, and talked to the child's father. Who then explained to him that he shouldn't go back there. The logical explanation is that he ran away from whatever security measures the first time. Returned later, and the marines were already there because he'd let off an alarm last time.
None of this bullshit is canon, the anime even used a completely different kid for the Franky filler. Oda gives them carte de blanche in their adaptation and that's all.

Another point is, if Luffy > Croc and Luffy definitely > Daz and they have been in and are going back to the NW, as well as the Supernovas who are heading there, training/timeskip seems quite unnecessary. Especially at this point, when there's been no real hints for either.
