1: WB Doesn't Wholly own RT, they own 30% of Fandango which owns RT. They don't have enough clout to flat out make stuff up but playing with when and how they release the score is apparently doable. Outright influencing the scores probably would be too much.
Even if they were that bold however, it wouldn't work anyway since:
2: RT is a Review Agregate, not a review site in its own right.
What that means is that, the Tomatometer score you see is based on going all over the web and taking SEVERAL reviews, in the case of the more popular movies that's hundreds of them, and averaging all the good ones and bad ones vs the total to get their number.
If they made up a fake number, it would get called out in a heartbeat. Especially because they show you lower down blurbs from ALL of the reviews they cited to get their number, along with the name of the reviewer and the publication their review was posted to.
Either they'd have to fake the number at the top but leave the blurbs intact, so simply counting all the "Rotten" and "Fresh" reviews in the blurbs and doing the math would show they faked the number at the top.

They actually fake some of the blurbs. They would either have to invent a bunch of reviews, and you'd need a LOT to counteract a bad score and get it up, which means faking peoples' names, and faking publications (Newspapers/Websites) they got posted on. Plus, that would inflate the "Total Reviews" number, so instead of the ~250 reviews DC movies usually get, you'll see JL getting ~400+
That is unless they just claim real reviews from real reviewers are "Fresh" when really the reviewer intended it to be "Rotten"… but again, with the sheer numbers they'd have to do this on to tip the percentage...
Basically, there are WAY too many factors here. It wouldn't take long for someone to notice any of the numerous red flags, Bullshit would rightly be called, and WB would be in major shit.
UPDATE: About 6 hours before the first East Coast showings start, RT has finally put the % up on their website and it's even lower now lol.
