It should be made public, because most if not all users have dynamic IPs. So, ever so often you hear someone complain that they are getting the IP ban message even though they didn't do anything wrong.
If such a list existed, it could help solve many mysteries.
I know this is possible because I have seen this implemented in another forum…
Why?
I could only see proxy users, spammers or "hellbanned" individuals benefiting from this.
A user who's accidentally been IP banned would be smart enough to notify a moderator or an admin about the problem. There are numerous means of getting in contact with them on and off the site.
Even the public ban list is more useful than this idea, and is less security compromising as well.
We should rename this subforum "wish lists".
It's none of your business, and the staff will take care of any mysteries that need taken care of.
