I have a French Bulldog puppy who is overheated, what do I do? His breathing is ragged and he won't drink, how can I get him to calm down?

Turn the AC on or grab an electric fan and make it blow over him. You could also try giving him an ice cube as a treat, I usually give them to my dog when it's really hot in the summer.
Edit: Giving him a cold shower could work too.

Thank you so much! We've been placing cool towels on him and giving him bits of water, but his breathing won't slow
A/C is at 75 F now

but he licks water from our hands when we offer it to him -
Did you get the pup from a breeder, friend, or a petstore? Just making sure. This probably has nothing to do with it, but just asking.
Also, you can try wetting a towel, as WET as possible, and putting it on a plate, it'll drip into the plate, and he can lick it if he wants. Then just place icecubes on the towel every so often.

I think my mom found him from a friend, he came from Tennessee but I'm not sure.

I'm a little late lol but does your dog usually drink water a lot by himself? Or is he not a very big drinker? I've heard that you can put a little bit of chicken stock in the water and it'll make them want to drink a lot more. That will probably help keep him from getting overheated in the future.
Also, a treat I like to give my dog, especially in the heat, is sort of like a dog-treat-popsicle. What you do is take an empty plastic water bottle with the top on, take off the label, and carefully cut a thin oval-ish hole in the side. Hold the water bottle hole-side-up and put some water in it, then put some treats into the water (try to spread them out). Then just set it in the freezer and let it all freeze. Once its frozen, cut the plastic so that you just have the ice with treats inside and give it to your doggieHe'll lick and probably chew the ice to get to the treats, which will definitely cool him down.
