I hated Basco the second I saw him.
As for Shiki, although I didn't get to watch the movie (yet) he's one badass character in chapter 0.

Vasco reminds me of Sloth Fratelli, but I have to go with Shiki. That guy was so fun to watch in Episode 0, and I'm sure that he'll be great in Movie 10 as well.

Basco may have a cool name but he doesn't look as damn cool as Shiki does. Having swords for feet is a good reason enough to vote for Shiki. Anybody can drink a bottle of whatever Basco is drinking but not everybody can put swords in their legs.

This is nothing a good writer can't take care of. If a "you've beat me before but now I'm way stronger than back then" scenario can actually work out quite nicely if written well, then there's no need why this scenario between Luffy and Shiki (in which case it would be a first time fight in the manga) couldn't work out.
