It's already been made clear by Oda that the New Age has begun, and WB's absence has already resulted in at least one territory being taken over. A theory of mine is that while Shanks and WB were Peace Maine pirates, it's likely that Kaidou is Morgana (as he planned to destroy WB at the end of the war) and Big Mom is probably one as well. This makes sense, as the balance between the Yonkou would have been contained by having 2 Peace Maine and 2 Morgana ruling powers.
Now that WB's gone and his territories are up for grabs, BB the Morgana has cemented himself as a key player, and there is now a possible 1-2 Peace Maine-Morgana ratio (possibly 1-3 counting BB's arrival.) It seems like the WG and citizens of the world are about to enter a dark age of piracy. This is a perfect way for Luffy and crew to save the world, find one piece and end the manga on a plausible note.
