Ah you know, people say something is great because of what they see on the outside. If anything, those places with great reputations have the most skeletons in their closet.
Anyway, though this may sound redundant, I must say that Oda's great writing skills are really shining in this flashback. In just three chapters, he set up a secluded, hierarchical country so flawlessly where we become enraptured with the politics and the citizens and more importantly make us really care about the poor people in trash mountain. Compare to Naruto when Konoha got nuked by Pain, the home village of our protagonists and side-characters which had been around for four hundred chapters. You felt nothing. This? You feel great sorrow for the trash mountain people and great anger towards the asshole nobles. Just delicious.

But it isn't the fire why Dragon is here in Goa. Firstly, he wouldn't have known about it, and secondly, he doesn't need anyone's help to use his fruit. There must be a bigger reason for his arrival, the likes of King/Tenryuubito assassination.
That would be so great and fitting. The instigators of one of the worst massacres in history killed the same night and the Kingdom of Goa destroyed along with Grey terminal. Absolutely delicious.
