Legalities of a manga series on a site.

If I wanted to have an area on a site with all the chapters of a manga how would I go about implementing it?

Do I need to gain permissions
Is there any programmes available similar to those used by MF, OM or MS
Where is the best place to get hold of translated chapters

I could download the chapters and post them but I'm not sure on how the scanlators or author would be about it in general.

Side note: Foolio pretty much cleared up the legality of it all. Now I just need to find a programme capable of running the pages.
