Get Process Explorer from Here => http://technet.microsoft.com/en-us/sysinternals/bb896653.aspx
end all unnecessary processes (make sure they are nt regenerating)
(write down thier names at some place and also location (right click at process to view it))open msconfig
go to startup and uncheck all processes you wont need. (and click exit without restart)
Disclaimer: Following instructions if not followed correctly might cause harm to your OS. Just get an antivirus and scan you pc if you are not sure what you are doing.
now if u can still view folder options then click show hidden. uncheck hide operating system files
if you cant do that then open cmd else you can skip this part
[hide]
it will most probably open at desktop locationgo to root folder by typing
cd \ ```now type
attrib -r -s -h /s /d
[/hide] next go to windows search and search for the files which u ended via process explorer (and in advance options click search hidden files and folders and delete those files clear you temp too..
C:\Documents and Settings<login name="" here="">\Local Settings\Temp</login>

I would say to try to restore your computer to the way it was a week ago. It might work.

Well I went away to attempt to restore it but my computer ended up freezing so I killed the power and tried to turn it back on,unfortunately it wouldn't reboot so now I have a dead computer now, thanks for the ideas though.

I had the same problem, too. But it was a different rouge. Try
tutorial. It's free, no downloading, and it got rid of my Personal Security Rouge. It might work for you, too.Don't click the expert links, that tutorial should do the job. Or try MalwareBytes, even though it didn't help me, i've seen lots of VERY POSITIVE reviews for it. I'm not computer savvy, but that tutorial helped me. A LOT.
Hopefully this will help with any future encounters with Rouge viruses. Sorry 'bout the computer.
