Because the anime screwed up his left eye. They either put a shadow over it or made it a regular eye. But that is not how he is supposed to look like. In the manga he's always and ever been like this:

As hard as it is to do, lets try and forget about what the anime has done to Mr. 3's character. This tournament is for the manga characters anyway right? I don't see any filler characters in here. So think about what he's done in the MANGA when voting.
