Macro is really despicable, but since he sucks at everything and never succeeds with his despicable motives, you don't grow to hate him much.
Most Despicable Villain(s) so far…

I think Oda is gonna change that perception pretty soon.
I don't think he was established as the cruelest among them just as an easter egg.
-
I think he just wanted several others to die as well so that Kaya's death wasn't as suspicious.
Certainly not all of them.
I thought he said he just wanted "peace of mind"…. unless I'm mistaken.
Did he say he wanted to live in the village?
Regardless, killing your crew, some villagers, and some children (the Usopp pirates) is still pretty bad.
There was still no "pay up and live option" which still puts him a tad bit more devious than Arlong.
-
Well he wanted to go under the radar once he got the money. And slaughtering a whole village sounds like the perfect way to bring down the thunder of justice on his head again. So the two don't really add up.
And frankly i find Kuro's way of only killing when it serves his purpose to be slightly lower on the bastard scale when compared to Arlong's indiscriminite extortion and/or murder of people for the crime of simply being human, but that's just me.

I thought he was gonna try and play the "I'm the lone survivor" card, then take the money and leave. I can't argue that, it's merely speculation and opinion.

He basically wanted to retire. The plan was to leave himself both rich and comfortable within the village, while being forgotten by the rest of the world. If he just planned on killing everyone anyway, he wouldn't have needed to spend 3 years getting the village to trust him.
I'm also pretty sure he specifically said he wanted to live in the village afterward.

No point in spending 3 years earning trust or making the inheritance legal then.
Plus killing the entire village would have gotten the law investigating pretty quickly. A handful of random pirate deaths, not so much.

Okay, gay wasn't the right word there, that's right, so sorry for saying that. But I think that it's wrong to hit women if you're a man, even more if it's a defenseless woman, that's even worse. And Spandam didn't really have the big reason to hit Robin. Not saying it's okay to hit men or anything.. just don't like men that hit women.
That sounds kind of sexist. Luffy, Zoro, Usopp, and Chopper have all fought and hit women.

Turns out that Sunkist is the only hetrosexual Strawhat.

Ah… thanks for clearing that up.
Turns out that Sunkist is the only hetrosexual Strawhat.
I don't get it.

If Kuro wanted a rich and peaceful life, he should have strived to become a Shichibukai. Bounty frozen so not even bounty hunters will come after you, you're technically on the WG's side so the Marines are off your back, and you can do whatever you want almost. You can still be a pirate and attack anyone you want just about. I'm just saying that the Shichibukai would have been a good fit if he was good enough (which he obviously wasn't).

Not really, being a Shichi wouldn't have protected him from being attacked by other pirates. Also it wouldn't have given him a rich & peaceful life b/c he would still have to hunt for treasure or fight another pirates and steal from them.
That and like you said he was waaay far from being "good enough" to be a Shichi anyway.& on another note; I don't think Shichi's are allowed to attack anyone they want.

i cant believe Cariboo is not in the poll.he is pure crazy evil

It'll probably seem pretty cliche but my vote has to go to Blackbeard. Kills his nakama to get his DF, defeats and hands Ace to the marines thus basically causing his death, most of his crew is comprised of former Impel Down prisoners, took Whitebeard's devil fruit ability somehow right after he died and laughed about it. Basically an all around scumbag. Macro is also less than dirt to me what with his exstensive dealings with the slave trade.
Also, I'm not saying he's unforgivabe or anything but Bellamy was suuuuuuuch a prick.

Well I guess you shouldn't read One Piece then, cause Zoro's entire backstory was about how gender didn't matter when it came to fighting. Luffy has no problem hitting and fighting women and has done so several times - the first villain he faced and defeated was a woman FFS. Usopp has no issue fighting women either cause he went against Miss Merry Christmas (with Chopper) and Perona. Sanji is the only one that has a vocal issue about it.
Personally, I think it's awesome that there's a shonen manga that takes women seriously as fighters.
