And guys, Aka Inu killed the main characters brother. You say he was just doing his job, but his job was no different than Garp's. Garp took the blow from Luffy and wants to Kill Aka Inu, yet his orders were no different.
Oh, and he was ready to punch a whole through Luffy too.
He also killed a boat of innocents and a scared soldier.
You are very biased to the pirates view I'm afraid. Pirates are not generally good people, they murder, rape and pillage while the Marines, in OPverse, protect the civilians of their World Governant. Pirates like Luffy are one in a million, the majority of the pirates are more like Blackbeard and his crew than the Straw Hats.
It is hardly villainous of Akainu to kill a deathrow pirate who was about to be executed but managed to escape, neither to attempt to kill the man who freed the deathrow pirate. Your attempt to compare Akainu's actions to what Garp did is faulted, because Garp is Ace (though not biological) and Luffy's grandfather.
We've seen Akainu do some ruthless things that's true, but it is his regard of absolute justice, to go to whatever length to mantain order and justice for the majority, that causes him to do deeds that we deem villainous not out of pleasure.
Akainu did kill of deserters (that has been the punishment for desertion in almost every society of our history as well), but he also showed that his concern is the safety of the majority. In his first skirmish with Whitebeard, he blocked several of Whitebeard's attempts to earthquake the island and also displayed anger WB when expressed his intent to destroy the island. Much like Sengoku did when Blackbeard threaten said he would do it. And did you consider Sengoku's speech to be a speech of a villain? (since he and Akainu holds much the same regards to justice).
Akainu's personality boils pretty much down to: protect, obey and serve the society of the WG.
As Ares pointed out, Akainu is a very hard man, but he is effective and unwavering in his determination which is to mantain order and justice.

He might justbe doing his job, but that's why people hate him. After all, HE IS A VILLAIN. The Marines are the over arcing bad guys! They are the ones that are always present arc in, arc out.
That is why Aka Inu is one this list.
If you don't like it then I'm sorry, but you're in the minority as he has the second highest number of votes after the Tenryuubito.
The Marines values are not vile, they are not evil. They do what they do to protect the people, and their major concern is the many pirates that plagues the world. Spandam was a villain, he was a (cowardly) greedy, power-hungry fool but Akainu is not very like Spandam. Akainu has displayed no wish for personal gain at all and his goal in life seems to be to mantain justice and order.

Why would Akainu care for justice for the people if he didn't care about (the majority) of the people?
It has been stated that the core belief in Absolute Justice is if you have to kill a minority (even if it's innocent people) to save the majority, don't hesitate to do it. So he wouldn't kill every single one in the world, but if he was required to kill 49% to save 51% he would probably do it.^
