Most of the FFs possess rather easy boss battles.
Castlevania: SoTN had pretty damn easy battles.
I had thought the Mana Goddess in Legend of Mana would be hard. But she was rather tame. Tiamat proved to harder.
Cheapest would probably belong to Omega Rugal from King of Fighters. Or at least the most frustrating.

the 2nd last boss in Rushing beat (snes) was easy, thats if you used Dick, he turned lyk super and lyk 1 hit and the boss is dead, the dude after that is hard :(

Another easy boss is the bat in Castlevania. I normally don't need a special weapon…

Elpizo after he turns into that death-butterfly thing in Megaman Zero 2. They really should have elevated him a little further off of the floor, because it's pretty sad when his previous, less monstrous form was much more difficult.

All three times I beat him was only with a pistol, serpentining around his attacks and few powers.

In the begining yes, the tactic is to let him do his ultra and your chances of winning are a lot higher despite blocking. You can interupt it at the right moment but it is tough. However, Gill is very very annoying.

Meh. He wasn't that bad at all. Especially in the old SFII's extremely cheap AI. Almost every fight was difficult in that game.
Now, SFA3 or CvS2's Shin Akuma fights… those were beastly.

I still have not managed to defeat Akuma from alpha 2. His shun goku satsu goes light speed. He has a huge priority and he hits very hard.
I have seen footage of Gill of the first edition of SF3. He really looks terrible to beat.

I dunno about in the original, but he is still damn hard in TS. Unless you use Alex with Stun Gun Headbutt. He'll fall for that EVERY time. Kinda fitting, since Alex is the one who is supposed to beat him.

Adding to my list of dissapointments with Majora's mask is the final fight…at least if you have the Fierce Diety mask. Seriously, that game make kicking Major'a ask as easy as cutting grass >.<

The only really disappointing and pathetically easy boss battle I can think of off the top of my head is Navarro at the end of Uncharted: Drake's Fortune. I don't even know if it qualifies as a boss battle. I guess so, since it's the closest thing to a boss fight in the entire game. The level starts off with you chasing him on a ship. Naturally there's a bunch of henchmen there waiting to kill you. So while you take care of them, you have to avoid Navarro's laser sight pistol that kills you in one hit. Naturally, he's invincible, too. After you do this a couple times, you make it to the top of the ship. What do you do then? Have a big climatic showdown with him? Nope. You hide behind some boxes, then come out for a short quick time event. The End. I don't think you even need to hit the right buttons to beat him…[/nerd rage]
Thankfully, Among Thieves fixed this. Zoran Lazarevic…That motherfucker was scary! "You will NOT stand in the way of destiny!!!"

I have the SF Anniversary, and for whatever reason I played it recently (must have forgotten that I own HDRemix). But yeah, that whole game has crazy difficult CPUs.

Even easier - use Gravity Beetle's weapon on Blast Hornet in X3. You don't even have to aim it and he doesn't have a chance to move.

Cheapest boss fight was hands down Pizza Bat Jr. from NMH2(the second form at least), the little bastard keeps teleporting behind you, not to mention the fact that he can throw you out the freaking window!
The easiest was probably the final boss from Gears Of War 2, all you do is stand in one spot and unload the hammer of dawn on it!
