It's just a visual gag to show how scared Chopper is. It has nothing to do with his horns attachment to his head.

Yeah, it's just a gag, like eyes popping out of their sockets. Of course they're attached to his head, just think back to the drum arc before he got the hat.

why do some people not understand when oda makes jokes? i think he'd be sad if he heard you and the fact that you actually thought that the horns where really on the hat.
