This isn't some thing where you just add another ally and the math adds up to you beating the other guy. Shanks probably can't move against one Yonkou, because the other two might use it as chance, and vice versa X 3. Luffy showing up or not can't change that.

You're doing one of the classic bad-analysis things, you're completely thinking like a OP fan and NOT like the characters you're trying to talk about. The way you're going on here it's like "well duh they'd wait for him, it's Luffy! the main character :)". Yeah no. Take two seconds to analyze Luffy's position in the series atm, and the Yonkou level combat that the WB's and Blackbeard's people are in.

there "must" be someone who will take teach's territories, or people on that islands will suffer too much, but for that luffy must be strong enough

Do you seriously imagine that two years ago, the surviving WB people sat around a table, came up with their next plan of action. And said "we must make our moves now, and do what we can until Luffy, glorious Luffy, returns worthy of us". Really?
What you're trying to establish is that Luffy has been a matter of discussion and strategy for two years since the war.
This does not establish that at all.
what about deciding to help him reach top, cause it was ace's wish? and realizing that he'll want to attack teach too, and no matter how i look at it you are talking like if they hadnt waited for luffy, they would have take down teach right away, but they decided just to sit there and wait for him.
Maybe Fairy Tale or Naruto are more your speed.

The sense of growth and scope of the big competition that is the Grand Line is well maintained and well plotted out.
Luffy is NOT on the level yet where Yonkou crews consider him an essential ally or any such crap. We're still only just out of the gate of the halfway point of the quest. The Yonkou are the people clustering around the end point of the quest.
We can attack them in really indirect ways, through sneaky strategy, in the context of an alliance at the moment. This is realistic and fine, and does not betray the growth.
But we damn well can't be seen as essential peer level allies yet.
And fuck, you're talking about this like the WB's have been thinking this way about Luffy since before the timeskip!!
Luffy has yet to EARN that level of respect and infamy that would make him someone that people like Marco would rush to ally with like Law did. Shit maybe, after taking down Kaidou and Big Mom somehow, or being involved in the fall of their empires through Law and Kidd and their plans, he will then be plausibly on the level.
But not until then. Let alone two years ago.

im not saying that they are waiting for meeting him, they are waiting for luffy to be strong pirate, no one is rushing, luffy already has their respect, it wasnt luffy's POWER that earned their respect and they know he will earn enough infamy.
and i mean that it will happen minimum when kaido and big mom are taken down. i know that luffy isnt on that level now

I want to add fuel to what Monkey rightly said.
Look at the supernovas bounties after the time-skip, and think they survived the New World for 2 years and think at how much experience they grown in the grand-line when the straw-hat were "powering up".
And probably before the time skip, some Supernovas were already stronger than Luffy.
Luffy got high bounty bumps for some crazy/stupid/insane stuff that were waging war against the authorities, the other pirates most probably got them through crimes.
Law has been mentioned for the RockPort incident for example.
We don't know next to nothing about what they did, we don't know about Cavendish, that looks like a pussy but survived 3 years in the New World, or Barto, 1 year rookie that took down a Vice Admiral quite easily.
This is a big point, during the whole manga we read about how pirates crew got crushed in the New World, SO people surviving the New World are really something.
So, Luffy is not the bright center of the World, he's charming, but still a flea.
i perfectly know what level luffy is and i never said: "he is strongest, thats why wbs respect him, and view him as ally" and i never said that the alliance will happen before luffy will become strong enough
