here's what i've seen:
Mr. incredible/ the thing: super strength
Mrs. incredible/ Mr.fantastic: stretchy and rubbery (like luffy!)
Violet/Susan Storm: turn invisible and use force fields
others: Johnny Storm, Dash, Jack-Jack (johnny storm does have fire powers and the first power jack-jack used was putting his whole body on fire)
plus the villian:
Dr. Doom: wants revenge of mr. fantastic and is jealous of him
Syndrome: wants revenge of mr. incredible and is jeaous of him
and mr. incredibles first suit was light blue like the FF.
and the name:
MR. fantastic
MR. incredible

It's really not a rip-off so much as it is an homage to them. It's hardly like the FF are unknown in the comics world and they didn't think anyone would notice the similarities. They did it deliberately.

The creator said inan interview he heavily based the characters off the Fantastic 4. Just sorta flipped the genders. I can remember one quote exactly "Elastigirl acts like Susan Storm,but with her husbands powers"
But as for which is better, I cant say. I love both. Incredibles is one of my favorite Disney Movies now. Fantaistic 4 was a childhood favorite. Hell I cried when my streatchy Mr. Fantastics arm broke off.

Back on topic, I think it was pretty obvious when they started showing the trailers on TV that people notice this. Yes their like the Fantastic 4, but this was Pixar were talking about. They knew what they were getting into from the get go, and besides I doubt the movie would've made it onscreen if they didn't get any feedback from Marvel first (remember that City of Heroes game and how Marvel file a lawsuit just because some of the heroes look like their characters.). As to which is better, meh I like em both.

I actually recently read an article in a magazine which viewed the Fantastic Four as a rip off of The Incredibles. I personally hate it when someone makes a statment like that, especally when there's evidence that proves them wrong (i.e. the fact the FF have been around since the 60s).
However I once read that The Incredibles powers come from how a family is meant to work. For example, the father is meant to be the strength of the family, the mother is expected to do many different tasks at the same time, the teenager often wants to be left alone and not be seen. It's just a coincidence that their powers happen to be simular to the Fantastic Four's.

As for copying… well, if it is, it's seems fairly reasonable that it was to honour them rather than steal. But, personally, I think Incredibles is different enough to not be a "rip off".
Mr. Incredible is nothing like Thing. He's more like Hulk if you need a comparison model. But really, super strength is an extremely generic power.
Jak jak turning into fire... it seemed to me his abilities involved being able to alter his shape and form to anything he desired, which has nothing to do with Johnny Storm's ability to turn into fire. If you had to have a comparison, Jak Jak's more like a combined version of the Wonder Twins, for lack of a better hero to compare him too.
Dash - welp, no runners and no kids in Fantastic 4.
Elastigirl could just as easily have been based off Plastic Man. =)
They could be loosely based on The Fantastic four, the name seems to be a tip of the hat to it... though I don't see why it would matter. It was a great movie that stood on its own pretty well, without any sort of former reputation to back it up.
I do find it funny, though, that F4 had to rework on their movie after Incredibles came out... because Elastigirl was so awesome compared to what they had for Mr. Fantastic =)
