I know when people think of One Piece they think of the whimsical, happy go lucky adventures of a group of pirates sailing for adventure. However, one aspect of it that one cannot designate as whimsical is the World Government. Whenever the World Government is focused on things are about to get really serious. A major example is the CP9 Saga which showed the level of corruption the WG has its fingers into with the introduction of Robin's backstory where she had her island destroyed to keep the secret of whatever is written on the Polygns and hunted her for twenty years. When the Celestial Dragons appeared people have now just shown even more evidence that its downright evil by making them above the law and allowing them to get away with anything because of their lineage. Even worse is the fact that they would even allow a country's citizens to be ignorant of something that would kill them off just so they could profit off of the goods, like seen in Flevance with the Amber Lead.
One Piece and the World Government

The World Government is like how most of the governments in our world works. Even if you overthrow the World Government, there is still be problems bound to happen again and pirates still can't go free. Take away the extremist of justice, it would still be a problem.
