I was wondering if the very first OVA of One Piece has ever been released on DVD in Japan?
I know it was release on VHS back in 1998 but I can't find any informations about the DVD
Another Question: Why wasn't there any dub of this OVA? I mean it's the onlyt piece of Animation about One Piece which wasn't done by Toei so why wasn't it licensed anywhere outside of Japan?

Yea, probably. It was created as a promotion for a One Piece anime. The only way to get it was from Jump (or e-bay).
The Ova sucked when it came out, and it still does today.
