I like Sanji, obviously. I'd go for him the most if I were of the opposite sex, just because I find him very suave and cool. I also think he'd have the most interesting personality, and the level of worship for a lady that would just be perfect.
Personally, I don't think there's a chance in Hell that Sanji could ever be gay, but… that goes for me, too. Just the way the ball rolls for me.
If I had more than one choice, I'd have made it... however, what's with the choices? - Technically, would Arlong and his men count as human males? - Some of the choices are so random, somehow.
I think you'll find a Navy Officer or two in that selection, somewhere... and, the term "Cute" springs more the feeling of sexual interest to me Saito, personally. Then again, you could use the word for, "Aw, he's sooo cute!" in which case, I'd still pick Sanji. Or Chopper, because he'd make a good pet. People just wanna' stroke him, honestly.

For me it's a tie between Zoro and Mihawk. I dunno, perhaps it's that they're sword wielders. But here's what I think.
Zoro: calm, strong, kinda dark. I love the attitude, and the voice.
Mihawk: The face. Definately the face. I just have a strange obsession with his eyes. I'm actually ashamed cuz I squealed when he came on screen. (very out of character for me.)
But seeing as Mihawk wasn't on the list I vote for Zoro.

anyway. in the terms of sheer cuteness, i would say chopper, because just look at that face.
luffy is cute too, and as been stated before, incredibly sexy when angry.
