If you break up the 3 Great Powers there are the Marines, Yonkou, and Shichibukai. Regarding the Marines sect, I've been wondering who holds the absolute highest power; is it the World Nobles or the 5 Elder Stars? To make this more discussion worthy, list who you think holds the most influence over the One Piece world and which group and/or specific person(s) hold the most physical strength.

i think that the gourosei have the highest status in the one piece world . because the marines and the whole world government works under them i think that they are world nobles but have a higher rank than other world nobles maybe they are like the head of a family i mean every family or clan has a leader or more so i think that the 5 elders are the head of the world nobles family or union .

Yeah it's either the decendants of the creators of the World Government or the heads of the World Government themselves.

for sure. If the Yonkou weren't at least in a league with each other, it wouldn't be 'the yonkou.' it'd just be 'the whitebeard.'
also, how do the yonkou compare in strength to the admirals? it seems to me the yonkou are stronger, but then i think of aokiji and go hmm.

Well it seemed like Marco was giving Kizaru a good fight…and he's not even the captain. If I were to make an educated guess, I'd say that the Yonkou are stronger than the the Admirals, even if it's just by an edge... the Yonkou didn't get their title for nothing.

EDIT: Oh, so it've changed to "Overall". Well, This would be under debate, but I would say the World Government, mainly because they're seen by the normal people as the good guys. And as you should know, the majority of all the people in the OP world are normal civilians.

yeah, the wg does technically maintain control of most of the world…the grand line is chaotic and somewhere is the rebel army, but that seems to be the exception not the rule.
