I read that one as Luffy wouldn't go after strong guys, he is enjoying his adventure and going after One Piece. I know in order to do so, he have to face a lot of people that going after the same thing, but how many people he needs to beat in order to becomes the "strongest"? We have too many strong people in this series and I doubt Luffy will beat them all. If he didn't beat them all, how can he being declared as the strongest then?
I do agree he will be the strongest by the end of this series, but that only because he acclaimed the title Pirate King. Not because he physically beat every strong guy in this series. Beating every strong guys in this series sounds illogical IMO (especially since you get Marco and Joz in WB's side, and you know for sure Luffy isn't going to fight them).
I don't follow the concept or the logic of in order for Luffy to becomes the Pirate King, he must becomes the strongest person in One Piece. Oda already stated that to becomes the Pirate King, the person need to find One Piece. I'm sure being the strongest person isn't the only key to get to One Piece. There's probably more to that (ie; carried Will of D, able to read Ponelgyph etc) in order to get to One Piece. Maybe that's what other strong pirates are lacking.
This is adventure Shonen. People read this manga as if they are reading fighting Shonen. Don't confused the two. Sure, they resolved things with fight, but not everything is resolved with fights (there's been several circumstances where Luffy choose not to fight).

I'm sure WB had fought a lot of strong guy back in his era to this day. That's where his reputation came from. Luffy is on an adventure for how long now? How many pirates he fought through his adventure? Luffy is destined to be the pirate king (since he is the main character), and unless Oda used any time skip in his series, I can't see how a 17 year old rookies (only traveled once through GL) will be look as the STRONGEST GUY ever.
Where do you get Japanese "fighting" comic from? Unless you mean Shonen, then how many Shonen have you read thus far? Shonen doesn't equal fighting though. There are psychological Shonen, adventure Shonen, slice of life Shonen, harem Shonen, and the list goes on.
Look, I'm not saying Luffy won't be the strongest, but my stand point about Luffy being the strongest are different from others stand point that based it on fighting and beating strong guys. I'm basing on Luffy will be the Pirate King by the end of the series NOT Luffy will be the STRONGEST GUY EVER by the end of this series. There's a different there. He can proved he is the strongest AFTER he becomes the Pirate King because we know other pirates will go after his title. However, I doubt Oda will drag us for another 10 years showing Luffy defending his title just to proved him as the STRONGEST guy ever. So anything beyond that is open interpretation.

Stop it. We will all consider him the strongest, and the world of One Piece will consider him the strongest. Wanna have an ultra special reason to call him strongest? Fine. But stop tying yourself up it's lamentable.
