Depends on your definition of being strongest. I'm sure Luffy will becomes the pirate king but I'm not into the old concept of in order to reach your goal, you have to be the strongest person. This isn't Naruto where in order to becomes Hokage you need to be the strongest ninja to be able to protect your village. One Piece doesn't seems to work that way. In One Piece, in order for you to becomes the Pirate King is by obtaining the legendary treasure - One Piece. That, doesn't mean he have to be the strongest pirate to obtained One Piece.
I personally think Luffy will gained more reputation through his adventure. Not saying Luffy won't be physically strong as time goes by, but there will always be someone that stronger than him. It's kinda pointless to claimed yourself as the strongest when later, you met another that even stronger, and repeat. He will be one of the strong pirates in the sea, but definitely not the strongest of all.
Do you think Luffy will beat all three admirals, the marines (Vice Admirals, Captain, etc), the Yonkous (except WB and Shanks), Shichibukai (except Mihawk, Jinbei and Hancock), Supernovas, Grand Line Pirates, New World Pirates and a lot more just to be declare as the strongest person in OP universe? Let's see, if I'm being on that side (main character > everyone), if Luffy need to be the strongest character, he needs to defeat every strong characters in this series. That includes, say, Whitebeard (if he survived this war) and his comrades / allies (or how about we switch him with Shanks?).
But then people would go "Oh Luffy won't go after those guy, they are his friends". So, how do we determined Luffy > everyone? Tell me how exactly Luffy is going to be the strongest person by the end of this series if there are clearly stronger person than him, but he won't or didn't fight them. I'm not doubting Luffy, because me personally think, he will get stronger, but being the strongest? Nope, I don't think so.
Especially since this manga will most likely not going into a time skipped (talking about 1-5-10 years of time skip). Luffy will remains 17 by the end of this series, and do you honestly thinks 17 year old boy, will be the strongest pirates that ever lived? Not to mention he is still a rookies. He don't even have much experience and face the terror of Grand Line compare to any other pirates. He skipped most of the Grand Line by going to Skypiea, dropped from Skypiea, and after went to several islands, he reached the Red Line. While other pirates keeps sailing through Grand Lines and New World over and over again, gained much experience, strength and wisdom, Luffy only have one adventure - straight to the last Island.
I don't think that makes him the strongest pirate even after he becomes the Pirate King.
Pirate King - yes.
Strongest pirate? Nope.

Simply put, OP doesn't work the same way like any other Shonen does. In other Shonen, the main character is going after power, and wanting to becomes the strongest mainly for this several reason (protecting / saving friends, city, earth, etc). In OP, Luffy only wants to go in an adventure and becomes the next pirate king by finding the legendary treasure. Being a pirate king doesn't mean you are and you need to becomes the strongest pirate. If that was the case, WB will be hailed as the Pirate King after the deceased of Gol D. Roger, whether he like it or not.
