He's a government privateer. And he wants to keep that position for some reason. The fact that he takes orders from government officials, doesn't make him their loyal subordinate, and also doesn't mean that he has less political power than those officials.

Also, when he is first introduced he is shown with a glass of wine, just as how the person in the previous image is shown with a glass of wine too. His hair is admittedly different, but he could have changed it over the past few years.

Doflamingo's loyalty extends just as far as his patience to listen to someone else speak, plus however much of a reward he's getting for letting them boss him around. When he was meeting with the WG official, the guy acted haughty, and Doflamingo warned him that ultimately, he's going to do whatever he wants, even if that means he'll kill the official right there.
In other words, he's a dangerous psycho.

I would like to take this moment to theorize that Monet and Vergo will not be participating in a battle (that defeats them at least) in this arc, rather will play key roles in upcoming arcs. Caesar will definitely get his ass pwned by Luffy, and will be captured by the Marines there. The other two would probably report back to Flamingo-guy (dibs that this will be Luffy's nickname for Doflamingo).

Why would you not want him at Luffy's level? He has the experience to back up his strength. It's been two years and I doubt anyone has been sitting still while the Strawhat's vanished from Sabody (sp). If he's not close to Luffy's level he'll be pretty close to it as Luffy had one hell of a time when facing him, sheer will is the only reason Luffy won that fight. Maybe R.L has a new perspective on things and has a stronger will to boot along with the rest of the former CP9 agents.

Does anyone else think it's possible that these shadowed characters will only play the role of Caesar's spectators and will perhaps not be important characters during the SH's journey throughout the New World?*

I expect them to at least make appearances at some point. Oda sorta loathes discarding character designs, and you can see that he put more effort into some of the shadowy figures than others. The guy with the trident, for one.

The silhouette characters will most definitely make appearances later in the story, but here's the thing: The Strawhats don't have to meet them. I'm sure they will matter, but not necessarily to the Strawhat's immediate surrounding. If that makes any sense =)

I don't think Lucci has the skills necessary to make sure Zoro, Sanji, and Luffy can't take him on all at once. As for proof he is weaker than a Pacifista, you have to consider Luffy maxed out when fighting Lucci. Then Luffy did the same PLUS his crew members going all out to beat a Pacifista. So in terms of ability to fight and take damage it seems obvious that the Pacifista was able to do so. However if you include speed and evasion Lucci would win there but unlike the Pacifista there is almost 0 chance he could take on the entire SHs pre-TS.

It's safe to assume that if the Straw Hats combined struggled with the Pacifistas, they're considerably stronger than the CP9.
At least before the timeskip.
