I got to thinking the other day and what have they really done that was illegal, i can't think of anything upto this point in the anime.
freed zoro from the marines after wrongful arrest is about as bad as it gets, bar that it seems to just be the fact that they're pirates?
Pirates are bad people. Pirates break any rule to ensure their own goal as a pirate.
They sort of, like, beat up Nezumi and ''stole'' all his valuables after forcing him to comply to their wishes. That sort of made them pirates on an official level, especially because they loudly exclaimed they were. Therefore, beating a Shichibukai, even though he was a rogue, suddenly marked them as a huge threat to the World Government.
Remember, in the world of One Piece, just claiming one is a pirate is probably enough to be considered one, too.
So basically bar the fact that their pirates, nothing then. especially considering they were acting under the princess's orders in Arabasta.
Luffy: Freed Zoro, attacking marines, beated Helmeppo, stanind on Rogers executing tower, atttacked Smoker, beated Wapol, beated Crocodile, attacked Aokiji, attacked CP9.
Zoro: Killed marines and morgan, beated up Nezumis soldiers, threating Smoker, attacked Aokiji and CP9, defeated T-Bone
Nami: Stole from pirates, attacked Nezumi, attacked Aokiji
Usopp: Sank 2 marine ships, attacked WG agents and rescued Robin from Aokiji and now from CP9
Sanji: Attacked Fullbody, atttacked Smoker, Attacked Aokiji, Attacked Jerry, Attacked Wanze, Attacked WG agents and tricked T-Bone and his marines.
Chopper: Recued Robin from Aokiji and saved Paulie and Iceburg.
Robin: Alot of things….
In all the places they visited, the Strawhats always defy authority (marines or governments). Whether or not the authority is corrupt doesn't matter, from the government's point of view, they are still breaking the law and deemed even more dangerous because of their strength.
Every time they fight in cities they also cause a lot of destruction that might led people to think that the Strawhat pirates destroy cities (like Vash's reputation in Trigun).
Zoro killed most of Whiskey Peak..
And I dunno if this would be illegal, but the Strawhats "looted" Skypiea.
Well, Skypiea is non-existant in the modern grand-line. So i do not think its really consider looting. Call it an ancient archaeology find.
The only ones who think they're looting are the Strawhats themselves. :lol:

He didn´t kill Morgan. Unless of course that was Morgans ghost that escaped when Corby and Helmeppo met Garp. ;)

It's not really a matter of the Strawhats committing crimes but committing acts that show them to be a possible threat to the world government. The bounty system itself can be seen as a measuring stick of how much of a potential threat a pirate is. While Zoro, Luffy, and Robin have their own past actions and background requiring a bounty the rest of the strawhats haven't shown themselves to be that much of a threat, so far.
In short, a pirate is automatically nothing but a criminal in the eyes of the world government and marines. If you are not with them, then you are automatically against them.

Pretty good list, but you forgot Zoro's slaying of the Bounty Hunters of Wiskey Peak, his defeating of T-Bone, not to mention Sanji's fight with CP6.
I also shall not attempt to name Robin's crimes. :lol:
Well, since the bounty hunters were a part of of a criminal organisation, I dont think thats a crime.. But yeah I forgot about T-bone.. :D And I know that Sanji kicked CP6 agenst but he also kicked alot of others Agents so I just call the WG agents.. >_<
In Arabasta Luffy ran off without paying for his food. The criminal, I think that's why he got his 100 mil bounty btw.
i suspect that luffy had a lots of eat-and-run that we haven't seen (or counted)

Anyways, this is a good topic.
But he's a pirate, he doesn't care about the rules and does whatever he wants.
Isn't declaring he's like that enough for him to be dangerous?
